What are the criteria for awarding the “Artist of Merit” title in Vietnam?
According to Article 8 of Decree 61/2024/ND-CP, the criteria for awarding the title "Artist of Merit" are as follows:
(1)Loyalty to the Fatherland; good adherence to the guidelines of the Communist Party, policies, and laws of the State; regulations and rules of the agency, organization, and locality.
(2) Possessing good moral qualities, exemplary in life, dedicated to the profession; exhibiting outstanding artistic talent in the honored type, sector, or profession of culture and arts; having professional credibility; with a spirit of serving the people, recognized and admired by colleagues and the public.
(3) Having been active in the professional field of culture and arts for a continuous or cumulative period of 15 years or more or 10 years or more for the types of circus and dance art.
(4) Meeting one of the following criteria:
- Having at least 02 National Gold Awards, including 01 individual National Gold Award.
+ Domestic Gold Awards of the individual or the film, program, performance, or act converted to individual achievements as stipulated in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards of the individual or the film, program, performance, or act reviewed and documented by the professional body of the Ministry of Culture, Sports and Tourism for conversion as individual achievements, as per Appendix II of Decree 61/2024/ND-CP.
- Having at least 01 National Gold Award and 02 National Silver Awards, including 01 individual National Gold Award.
+ Domestic Gold Awards of the individual or the film, program, performance, or act converted to individual achievements as stipulated in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards of the individual or the film, program, performance, or act reviewed and documented by the professional body of the Ministry of Culture, Sports and Tourism for conversion as individual achievements, as per Appendix II of Decree 61/2024/ND-CP.
+ The conversion rate for domestic Silver Awards of the individual or the film, program, performance, or act is equivalent to that of the domestic Gold Awards.
- If there is not 01 individual National Gold Award, there must be at least 03 National Gold Awards converted for individual achievements as stipulated in Appendix II attached to Decree 61/2024/ND-CP.
+ Domestic Gold Awards of the individual or the film, program, performance, or act converted to individual achievements as stipulated in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards of the individual or the film, program, performance, or act reviewed and documented by the professional body of the Ministry of Culture, Sports and Tourism for conversion as individual achievements, as per Appendix II of Decree 61/2024/ND-CP.
- Having at least 02 National Gold Awards in music or photography works.
+ Domestic Gold Awards of music or photography works are converted according to the rate stipulated in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards of music or photography works reviewed and documented by the professional body of the Ministry of Culture, Sports and Tourism for conversion as individual achievements, as per Appendix II of Decree 61/2024/ND-CP.
- Having outstanding contributions and exceptional artistic talent, failing to meet the criteria at points (a), (b), or (c) of clause 4, Article 8 of Decree 61/2024/ND-CP, but agreed upon by the Council at all levels for deliberation and submission to the Prime Minister of the Government of Vietnam for one of the following specific cases:
+ Individuals are elderly per Article 2 of Elderly Law 2009; having additional 10 years of professional artistic activities as stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP; having many outstanding contributions in the honored type, sector, or profession of arts, especially during the national resistance war.
+ Individuals with an additional 10 years of professional artistic activities as stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP; having many outstanding contributions in the honored type, sector, or profession of arts; currently actively participating in professional art performances, serving political tasks at the provincial, city, ministry, and national levels.
+ Individuals with an additional 10 years of professional artistic activities as stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP; having many outstanding contributions in the honored type, sector, or profession of arts; currently actively participating in professional art performances in symphonic chamber music, ballet, opera.
+ Individuals are teachers, lecturers at professional cultural and artistic training schools; directly training at least 03 students, of which at least 02 students have won Gold Awards and 01 student has won Silver Award at national and international art competitions (International awards of students reviewed and documented by the professional body of the Ministry of Culture, Sports and Tourism to confirm achievements for teachers, lecturers); currently still actively participating in professional art performances and having many exemplary outstanding contributions in the honored type, sector, or profession of arts, or having an additional 10 years of professional artistic activities as stipulated in clause 3, Article 8 of Decree 61/2024/ND-CP, having many exemplary outstanding contributions in the honored type, sector, or profession of arts, currently still actively participating in professional art performances, serving political tasks at the provincial, city, ministry, and national levels.
How long will the process of awarding, announcing, and organizing the Awarding Ceremony for the “Artist of Merit” title take?
According to Article 5 of Decree 61/2024/ND-CP, the time for evaluating, announcing, and organizing the awarding ceremony for the title "Artist of Merit" is specified as follows:
- The titles “People's Artist” and “Artist of Merit” are awarded and announced as stipulated in clause 4, Article 66 of Emulation and Commendation Law 2022. Specifically:

4. The titles “People's Artist” and “Artist of Merit” are awarded and announced every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.
- The Ministry of Culture, Sports and Tourism organizes the awarding ceremony for the titles “People's Artist” and “Artist of Merit”.
The time for evaluating, announcing, and organizing the awarding ceremony for the title "Artist of Merit" is 03 years one time on the occasion of the National Day of the Socialist Republic of Vietnam.
