According to Resolution 104/2023/QH15, a comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW in 2018 from July 1, 2024.
According to Resolution 27-NQ/TW in 2018, the wage reform will involve constructing five new salary scales based on the following factors:
- Abolishing the statutory pay rate and current salary coefficients; establishing a basic salary amount specified in the new salary scale.
- Implementing unified policies for labor contracts under the provisions of the Labor Code (or service provision contracts) for those performing assistant and service work (requiring education below the intermediate level), and not applying the salary scale for officials and public employees to these subjects.
- Determining the minimum wage for officials and public employees in the public sector as the wage for jobs requiring intermediate education (level 1) not lower than the minimum wage for trained labor in the enterprise sector.
- Expanding the salary relationship as a basis for determining specific wages in the new salary system, gradually approaching the salary relationship in the enterprise sector appropriate to the state's resources.
- Perfecting policies for regular wage increases and early wage increases for officials, public employees, and armed forces in accordance with the new salary scale regulations.
Thus, when wage reform is implemented from July 1, 2024, the salary relationship will be expanded as a basis for determining specific wages in the new teacher salary scale system, gradually approaching the salary relationship in the enterprise sector appropriate to the state's resources.

According to the guidelines in four Circulars of the Ministry of Education and Training including Circular 01/2021/TT-BGDDT, Circular 02/2021/TT-BGDDT, Circular 03/2021/TT-BGDDT, Circular 04/2021/TT-BGDDT and amended by Circular 08/2023/TT-BGDDT, the current salary coefficients of teachers at different levels are as follows:

Teachers' salaries at different levels before the wage reform from July 1, 2024, are calculated as follows:

In which, the statutory pay rate is 1,800,000 VND/month as prescribed in Decree 24/2023/ND-CP.
The salary coefficients of teachers are specifically regulated in the four Circulars of the Ministry of Education and Training 01, 02, 03, 04 of 2021 and amended by Circular 08/2023/TT-BGDDT.
How to calculate teachers' salaries from July 1, 2024, after the wage reform:
Recently, the National Assembly passed a Resolution on the 2024 Socio-Economic Development Plan, including content related to wage reform according to Resolution 27 from July 1, 2024.
Upon implementing wage reform for teachers from July 1, 2024, the statutory pay rate and current salary coefficients will be abolished, and a basic salary amount will be established as specified in the new salary scale. Consequently, teachers will have their salary structure designed anew, comprising: Basic salary and allowances.
In which, basic salary (accounting for approximately 70% of the total wage fund); allowances (accounting for approximately 30% of the total wage fund).

Simultaneously, according to Resolution 27-NQ/TW in 2018, bonuses will be included (the bonus fund is about 10% of the total annual wage fund, not including allowances) (if any).
