Pursuant to the regulations in Appendix 6 issued with Circular 13/2021/TT-BXD, the measurement of construction quantities is specified as follows:
The measurement of construction quantities is the process of determining specific quantities performed through methods of measurement, counting, calculation, and checking based on dimensions and quantities stipulated in the design drawings, design explanations, or from project implementation requirements, construction instructions, technical instructions, related documents, and Vietnamese construction standards and regulations.

What are the requirements for measuring construction quantities in Vietnam?
Pursuant to Sub-Section 1 in Section 2 of Appendix 6 issued with Circular 13/2021/TT-BXD, the requirements for measuring construction quantities are as follows:
- The documentation for measuring construction quantities includes: a summary table of construction quantities, a detailed table of construction activities, and detailed statistical tables (if applicable).
- Requirements for the summary table of construction quantities:
+ The summary table of construction quantities is a compilation of measurement results for construction activities of the project or construction item, providing information on quantities and related information for determining construction costs.
+ All construction activities or groups of construction activities to be performed must be recorded in the summary table of construction quantities. The summary table of construction quantities is prepared for the entire project or separately for each construction item, bidding package, and according to the project implementation schedule and requirements.
+ The main content of the summary table of construction quantities includes: a list of construction activities or groups of activities, units of measurement, methods of determining quantities, results of quantity determination, and job descriptions (if necessary). The arrangement and presentation of content in the summary table of construction quantities must be simple and concise.
- Requirements for the detailed table of construction activities:
+ The detailed table of construction activities for the project or construction item is used to explain in detail the calculation methods and results of quantity determination during the measurement process.
- Other requirements:
+ The list of activities to be measured must be consistent with the design drawings, construction technology processes, and construction sequences, fully reflecting the content of construction activities that need quantity determination, the location of construction components, and construction activities related to the project.
+ For activities that are already included in the approved schedule of rates or construction unit prices, the names and units of measurement of those activities should be recorded in the detailed table of construction activities and the summary table of construction quantities for the project or construction item, corresponding to the names and units of measurement of the respective construction activities in the system of schedule of rates or construction unit prices.
+ The unit of measurement is selected according to management and design requirements, consistent with the unit of measurement in the system of schedule of rates and the measuring unit as regulated.
+ The symbols used in the detailed table of construction activities for the project or construction item must be consistent with the symbols shown in the design drawings. If the quantities are based on design statistics, they must be clearly stated according to the statistical data of the design and indicate the number of the design drawing that contains the statistics.
+ The measurement results of construction activities from the detailed table of construction activities for the project are consolidated into the summary table of construction quantities after being processed according to the instructions for rounding off values. In case the calculation result is a decimal, it should be rounded to three decimal places.
What are the procedures for measuring construction quantities in Vietnam?
Pursuant to Sub-Section 2 in Section 2 of Appendix 6 issued with Circular 13/2021/TT-BXD, the procedure for measuring construction quantities is as follows:
Step 1: Study and thoroughly understand the information in the design drawings and accompanying documents. If necessary, request the designer to explain design-related issues relevant to the measurement of construction quantities.
Step 2: Prepare a detailed table of construction quantities for the project, construction item, including:
- List the necessary work items for measuring quantities.
- Divide the work items into specific activities for measurement. When dividing the activities, priority should be given to following the specified standards in the existing published system of rates or estimated unit prices, and the labor groups performing the work.
- Select the unit of measurement according to the instructions in point b of sub-section 1.4 of this section.
- The list of work items/activities to be measured should be presented in accordance with the design drawings, construction sequence, fully reflecting the content of construction activities that need quantity determination, the location of construction components, and construction activities related to the project.
- For activities that are already included in the approved schedule of rates or construction unit prices, the names and units of measurement of those activities should be recorded in the detailed table of construction activities, the summary table of construction quantities, and the construction item, corresponding to the names and units of measurement of the respective construction activities in the system of schedule of rates or construction unit prices.
Step 3: Carry out the measurement of construction quantities according to the detailed table of construction activities.
Step 4: Consolidate the measured construction quantities into the summary table of construction quantities after processing the measured quantities according to the instructions for rounding off values.
Step 5: Review and check the measured construction quantities. The construction quantities in the summary table of construction quantities need to be reviewed and checked for the following main contents:
- The completeness of the work item list according to the design documents and project implementation requirements.
- Check the appropriateness of the work item names, units of measurement, calculation explanations, and the value of the measured quantities.
- The clarity of the necessary information for determining the construction cost for each work item.
- Other requirements for measuring construction quantities for cost estimation and construction quantity management.
The person in charge of measuring construction quantities is responsible for the content and quality of the information and data in the measurement table. The person performing the measurement is responsible for coordinating, explaining, and clarifying the content related to the measurement results with the person in charge.
