Regarding the implementation of wage policy
1. From July 1, 2024, a comprehensive reform of the wage policy will be implemented according to Resolution No. 27-NQ/TW dated May 21, 2018, of the Seventh Conference of the 12th Central Committee (funding for wage reform is ensured from accumulated central and local budget reform funds and partly allocated in the balanced state budget estimates); adjusting pensions, social insurance benefits, monthly allowances, preferential allowances for people with meritorious services, and some social welfare policies that are tied to the statutory pay rate.
Thus, there will be an official wage reform for officials and public employees and the armed forces according to Resolution 27-NQ/TW 2018.
Resolution 27-NQ/TW 2018 proposes that the wage reform will construct 5 salary tables according to job positions applicable to officials and public employees and the armed forces.
The 5 official salary tables applicable to officials and public employees and the armed forces include:
Salary Table 01: Position-based salary table for officials and public employees holding leadership positions (elected and appointed) in the political system from the central to the commune level.
Salary Table 02: Professional and professional salary table according to official ranks and professional titles for public employees, applicable to officials and public employees not holding leadership positions.
Salary Table 03: Salary table for military officers, police officers and non-commissioned officers (according to positions, titles, and ranks or grades).
Salary Table 04: Salary table for professional soldiers and technical specialists in the police force.
Salary Table 05: Salary table for defense workers and police workers (maintaining the current salary correlation of the armed forces compared to administrative officials).
However, as of now, the specific detailed salary tables have not yet been drafted, and the official documents stipulating specific salary levels in the 5 salary tables applicable to officials and public employees and the armed forces are not available.

On what basis are the 5 new salary tables from July 1, 2024, built when wage reform is implemented?
Based on the spirit of Resolution 27-NQ/TW 2018, the content of the reform includes building 5 new salary tables according to job positions for officials and public employees and the armed forces, constructed and designed based on five factors as follows:
- Abolish the current statutory pay rate and salary coefficient, building a basic salary based on specific monetary amounts in the new salary tables.
- Implement unified policies for labor contracts according to the provisions of the Labor Code (or service provision contracts) for those performing auxiliary and service tasks (requiring training below the intermediate level), and not apply the officials and public employees' salary tables for these subjects.
- Determine the lowest salary level for officials and public employees in the public sector to be at least equal to the minimum wage for trained workers in the enterprise sector.
- Expand the salary relationship to serve as a basis for determining specific salary levels in the salary system, gradually approaching the wage relations in the enterprise sector in accordance with the state's resources.
- Perfect policies for regular and pre-term salary raises for officials and public employees and the armed forces, consistent with the new salary tables.
What are the 07 current salary tables according to Decree 204/2004/ND-CP?
According to the provisions of Article 5 of Decree 204/2004/ND-CP, there are 07 salary tables applicable to officials and public employees and the armed forces as follows:
- Table 01: Salary table for senior experts.
- Table 02: Professional and professional salary table for officials in state agencies (including elected officials ranked according to official ranks, grades, enjoying leadership allowances, and officials at the commune, ward, and commune-level town).
- Table 03: Professional and professional salary table for officials and public employees in state public service providers.
- Table 04: Salary table for auxiliary and service staff in state agencies and state public service providers.
- Table 05: Salary table for specialized cadres in communes, wards, and commune-level towns.
- Table 06: Salary table for military ranks in the People's Army; police officers and non-commissioned officers in the People's Police.
- Table 07: Salary table for professional soldiers in the People's Army and technical specialists in the People's Police.
+ Cryptographic workers in cryptographic organizations, depending on each subject, are ranked according to the salary table of military ranks in the People's Army (Table 6) with the highest salary level equal to the salary of Lieutenant General rank (except for officers in the People's Army and People's Police who are seconded or assigned) and the salary table of professional soldiers in the People's Army (Table 7).
+ Workers in agencies and units belonging to the armed forces and cryptographic organizations apply the wage scales and tables specified in state companies.
