How is the Title of Advanced Labor Collective in the Inspection Sector Awarded and What Standards Must Be Met?

Article 6 of Circular 03/2024/TT-TTCP guides the awarding of the title Advanced Labor Collective in the Inspection Sector.

Standards for the Title of Advanced Labor Collective in the Inspection Sector

The title Advanced Labor Collective is awarded annually to collectives meeting the following criteria:

- Successfully completing assigned tasks;

- Actively and effectively participating in regular, practical, and effective emulation movements;

- Having at least 70% of individuals in the collective achieving the title "Advanced Laborer" and no individual being disciplined from the level of warning or higher;

- Demonstrating internal unity and complying well with the policies of the Communist Party and the laws of the State.

Eligible Recipients for the Title of Advanced Labor Collective in the Inspection Sector

Eligible recipients for the title Advanced Labor Collective include departments, units under the Government Inspectorate; and offices and equivalent units of departments under the Government Inspectorate.

Summary of the Latest 2024 Emulation Title Reward Amounts

Based on the provisions of Article 54 of Decree 98/2023/ND-CP, the latest 2024 reward amounts for emulation titles are as follows:

Emulation Titles for Individuals

- The "National Emulation Soldier" title is awarded with a Certificate, frame, Badge, Badge case, and rewarded with 4.5 times the statutory pay rate;

- The Emulation Soldier title of ministries, agencies, provinces is awarded with a Certificate, frame, Badge, Badge case, and rewarded with 3.0 times the statutory pay rate;

- The "Grassroots Emulation Soldier" title is awarded with a Certificate, frame, and rewarded with 1.0 times the statutory pay rate;

- The "Advanced Laborer" and "Advanced Soldier" titles are rewarded with 0.3 times the statutory pay rate.

Emulation Titles for Collectives

- The "Excellent Labor Collective" and "Decisive Victory Unit" titles are awarded with a Certificate, frame, and rewarded with 1.5 times the statutory pay rate;

- The "Advanced Labor Collective" and "Advanced Unit" titles are rewarded with 0.8 times the statutory pay rate;

- The exemplary titles for wards and commune-level towns are awarded with a Certificate, frame, and rewarded with 2.0 times the statutory pay rate;

- The "Culture Hamlet" and "Culture Quarter" titles are awarded with a Certificate, frame, and rewarded with 1.5 times the statutory pay rate;

- The "Government of Vietnam Emulation Flag" title is awarded with a flag and rewarded with 12.0 times the statutory pay rate;

- The emulation flag of ministries, agencies, provinces is awarded with a flag and rewarded with 8.0 times the statutory pay rate;

- The emulation flag of military regions, army corps, services, branches, general departments and equivalents under the Ministry of National Defense, the Government Cipher Committee; the emulation flag of the Vietnam National University is awarded with a flag and rewarded with 6.0 times the statutory pay rate.

Ceremony for Announcing, Awarding, and Receiving Emulation Titles and Reward Forms as per the Latest Protocol in 2024

Based on the provisions of Article 26 of Decree 98/2023/ND-CP, the procedures for announcing, awarding, and receiving emulation titles and forms of rewards according to the latest protocol in 2024 are as follows:

Step 1:

The ceremony is conducted by a representative leader from the relevant ministry, agency, provincial People's Committee, or the organizing unit. The leading unit for the ceremony must prepare the script for the announcement, awarding, and receiving of the emulation titles and rewards.

Step 2:

Announcing the decision to award emulation titles and forms of rewards:

- A representative leader from the emulation and rewards department or the organizing unit announces the entire decision of the reward for the emulation titles and forms of rewards;

- Announcing the President's Reward Decision: Before the announcement, the announcer invites the traditional flag team (if any), representatives of the Party Committee, government leaders, the Vietnam Fatherland Front, the Trade Union, the Ho Chi Minh Communist Youth Union (or representatives of former leaders of the honored collective) or the individual being awarded to the podium to listen to the reward decision announcement;

- Announcing the Government of Vietnam and the Prime Minister's reward decision: After the announcement, the announcer invites the representative leaders of the honored collective or individual named in the reward decision to the podium to receive the emulation title or form of reward.

Step 3:

Awarding the emulation titles and forms of rewards:

- The person awarding the emulation titles and forms of rewards is the authorized person making the reward decision or a person authorized by the reward decision maker or senior leaders attending the ceremony; the presenter stands at the center of the podium;

- The order of awarding: Attach medals (or badges, badges corresponding to the title) first; then present the Certificate and the Hero Flag (for collectives receiving the Hero title);

- For collectives with a traditional flag: The presenter attaches the medal (or badge corresponding to the title) on the upper right corner of the traditional flag. The placement of medals (or badges corresponding to the title) on the traditional flag is ranked from highest to lowest;

For collectives without a traditional flag: The presenter awards the Certificate with the pre-attached medal (or badge corresponding to the title);

- Awarding to individuals: The presenter attaches the medal (or badge corresponding to the title) on the left chest of the recipient, then presents the Certificate;

- Posthumous award: The presenter awards the Certificate with the pre-attached medal (or badge corresponding to the title) to the representative of the awarded individual's family;

- Awarding emulation titles and forms of rewards in special cases such as elderly individuals with poor health, disabled individuals, or reward decisions for multiple recipients. The organizing unit consults with the authorized person for awarding or senior leaders attending the ceremony for a decision.

Step 4:

Receiving emulation titles and forms of rewards:

- Receiving forms of rewards under the President's authority: Awardees stand upright in horizontal lines at the center of the podium to listen to the reward decision announcement;

- Receiving emulation titles and forms of rewards under the authority of the Government of Vietnam, the Prime Minister: Awardees are invited to the center of the podium to receive their awards;

- When receiving the Certificate (or Flag), awardees raise the Certificate or Flag to chest level, maintaining the position until off the podium;

- If necessary, the representative of the awarded collective (or individual, household) gives a speech after receiving the reward.

Step 5:

Service members for the awarding ceremony:

- Do not turn their back to attendees; stand behind, to the right (dominant hand) of the presenter when handing the medal (or badge, badge corresponding to the title, Certificate, Flag) to the presenter;

- Place the medal (or badge, badge corresponding to the title, Certificate) in a tray covered with red fabric; the Certificate must be in a frame; hold the tray, handing the medal, Certificate, Flag with both hands to the presenter.
