How is the General Secretary's health care provided domestically?
Based on the provisions of Section II of Regulation 121-QD/TW of 2018, the health care of the General Secretary is as follows:
Health examination and monitoring regime at the office
The General Secretary is examined daily by a doctor. In cases of severe or complicated disease, depending on the actual situation, the health monitoring doctor must follow up, examine daily or weekly, or as directed by the Professional Council for Health Protection of Officials.
Health protection and care regime when on domestic business trips
In cases where the General Secretary is the head of a delegation:
+ When traveling to particularly difficult areas within the country: Arrange for a doctor to accompany.
+ When traveling to other areas within the country: When requested by the head of the delegation, arrange for a doctor to accompany.

What are the standards for medical staff responsible for the health protection and care of the General Secretary?
Based on the provisions of Section IV of Regulation 121-QD/TW of 2018, it is clearly stated as follows:
IV- STANDARDS AND POLICIES FOR MEDICAL STAFF RESPONSIBLE FOR THE HEALTH PROTECTION AND CARE OF OFFICIALS
1- Standards
1.1- Professional qualifications must meet the task requirements, specifically:
- Doctors working at departments A11, Internal A, Internal A1 of hospitals assigned to care for officials' health, and the central health protection departments must be general practitioners with postgraduate qualifications from Specialist I or higher in one of the subfields of internal medicine or emergency resuscitation.
- Specialist doctors working in departments assigned to examine, treat, or perform medical techniques for senior officials must have postgraduate qualifications from Specialist I or higher.
- Medical staff working in subclinical departments, functional exploration... assigned to perform medical techniques for senior officials must have postgraduate qualifications from Specialist I or higher or a bachelor's degree in a relevant field from a university.
1.2- Must possess good political and ethical qualities; have a sense of responsibility and dedication to serve and care for officials' health under any circumstances.
2- For doctors responsible for serving members of the Politburo, Secretaries of the Central Committee of the Communist Party, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice President, Deputy Prime Ministers of the Government of Vietnam, and Vice Chairpersons of the National Assembly, in addition to the above criteria, they must be members of the Communist Party of Vietnam (hospitals should propose the list to the Central Health Protection Board for approval).
3- For doctors monitoring the health of retired senior officials enjoying social insurance benefits, if engaged on a contractual basis, and involved in the health monitoring and serving of senior officials with titles like Politburo member, Secretary of the Central Committee of the Communist Party, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice President, Deputy Prime Ministers of the Government of Vietnam, and Vice Chairpersons of the National Assembly, they must be reviewed on a case-by-case basis by the Central Health Protection Board.
4- Doctors assigned to manage and care for senior officials' health must strictly adhere to confidentiality regulations regarding officials' health records.
5- The Central Health Protection Board shall coordinate with the Central Organization Commission, the Party Affairs Committee of the Government of Vietnam, and relevant agencies to study and propose appropriate policies for medical staff involved in health protection and care of officials.
Thus, the medical staff responsible for the health protection and care of the General Secretary must adhere to these standards.

Article 1 of Decision 1295/QD-TTg of 2020 stipulates:

1. Medical records, information, examination results, treatment, and health check-ups of members of the Politburo, the Central Committee’s Secretariat of the Communist Party.
2. Names, origins, virulence, transmission pathways of newly discovered microorganisms that have not been identified, related to human health and life, significantly affecting socio-economic development.
Thus, the health of the General Secretary, specifically medical records, information, examination results, treatment, and health check-ups, is considered a top-secret state secret.
