Who is Eligible for Issuance of a Medical Practice Certificate in the Military?

According to Clause 1, Article 4 of Decree 50/2019/ND-CP stipulates:

Practicing Medical Practitioners and Medical Facilities

1. Medical practitioners at medical facilities under the Ministry of National Defense include the subjects specified in Article 17 of the Law on Medical Examination and Treatment.

As such, the subjects eligible to apply for a medical practice certificate in the military include:

- Doctors- Physicians- Nurses- Midwives- Technicians- Traditional Medicine Practitioners- Persons with traditional remedies or traditional methods of treatment.

Application Dossier for Issuance of a Medical Practice Certificate in the Military

The application dossier for issuance of a medical practice certificate in the military is stipulated in Article 8 of Decree 50/2019/ND-CP as follows:

- Application form for issuance of a medical practice certificate according to Form No. 01 Appendix II issued with Decree 50/2019/ND-CP.

- A valid copy of the diploma or certificate of professional qualification for traditional medicine practitioners or a certificate of traditional remedies or traditional treatment methods issued by the Minister of Health or the Director of the Department of Health; specifically:

+ Medical specialty diplomas;+ Bachelor's degree in medicine awarded by a foreign institution, recognized by the Ministry of Education and Training as equivalent to a university degree and accompanied by a certificate of supplemental training in an appropriate major or specialty for at least 12 months at a legal training establishment in Vietnam as per the regulations of the Minister of Health, shall be considered equivalent to a doctor's degree and may be issued a medical practice certificate as a doctor;+ Bachelor's degree in chemistry, biology, or pharmacy at the university level, and accompanied by a certificate or training certificate in medical laboratory technology with a training period of at least 03 months or a postgraduate training diploma in a specialized laboratory;+ Certificate of being a traditional medicine practitioner or a person with a traditional remedy or traditional treatment method issued by the Minister of Health or the Director of the Department of Health.

In case the above professional diplomas are lost, a graduation certificate or a valid copy of a substitute certificate for the graduation certificate issued by the training institution where the professional diploma was issued must be provided.

- Certificate of practice time

- Valid copy of the graduation diploma for resident doctors, specialist level I doctors, specialist level II doctors, except for traditional medicine practitioners, persons with traditional remedies, or traditional treatment methods.

- A curriculum vitae certified by the head of the agency or unit where the individual is working, from the regiment level and equivalent upwards.

- Two color photographs, white background, size 04 cm x 06 cm, taken within the last 06 months from the date of application submission.

Procedure for Issuance of a Medical Practice Certificate in the Military

According to Article 11 of Decree 50/2019/ND-CP, the procedure for issuing a medical practice certificate in the military includes 4 steps:

Step 1: Submission of Dossier:

The applicant submits 01 dossier set as stipulated in Section 2.2 either directly, by postal service, or via electronic data transfer to the superior military medical department for processing to the military medical department of the unit directly under the Ministry of National Defense.

Step 2: The military medical department of the unit directly under the Ministry of National Defense consolidates, compiles the list along with the applicant's dossier, and sends it with the official dispatch from the unit head requesting the issuance to the Military Medical Department directly, by postal service, or via electronic data transfer.

Step 3: In case the dossier is not valid, within 05 working days from the date of receipt, the Military Medical Department shall issue a written response to the unit that submitted the dossier, clearly stating the reasons for invalidity, required supplements, and necessary amendments to the application dossier.

Within 15 working days from the date of receipt of a valid dossier, the Military Medical Department shall review the dossier and complete the procedures to submit to the competent authority for the issuance of the medical practice certificate.

Step 4: Within 20 working days from the date the competent authority signs the decision, the Military Medical Department shall return the medical practice certificate to the unit for issuance to the practitioner.
