Circular 99/2023/TT-BQP regulating the technical safety inspection and environmental protection of motor vehicles in the Ministry of National Defense
On November 30, 2023, the Minister of National Defense issued Circular 99/2023/TT-BQP regulating the technical safety inspection and environmental protection of motor vehicles in the Ministry of National Defense.
Circular 99/2023/TT-BQP regulates the inspection of technical safety and environmental protection of motor vehicles of agencies, units, and enterprises under the management of the Ministry of National Defense used for defense and security purposes.
Circular 99/2023/TT-BQP applies to the centers and stations for technical safety inspection of military vehicles; agencies, units, enterprises under the management of the Ministry of National Defense, and organizations and individuals related to the technical safety inspection and environmental protection of motor vehicles in the Ministry of National Defense.
Motor vehicles must be inspected on fixed or mobile inspection lines, except for the following cases:
- Newly manufactured and assembled motor vehicles within 02 years of production, assembly; not yet used, and have been registered and issued with Vehicle Registration Certificates and License Plates according to legal regulations.
- Motor vehicles exempt from the first inspection do not need to be brought to the inspection facility.
Mobile inspections only apply to agencies, units, and enterprises in remote areas, border areas, and islands that cannot bring motor vehicles to the inspection facilities (the distance from the agency, unit, or enterprise to the inspection facility must have a radius greater than 50 km); operational vehicles; ambulances, fire trucks, vehicles on rescue missions; oversized or overweight vehicles that cannot enter the inspection line.
The commander of the inspection facility concludes, signs, stamps the Inspection Report, Inspection Certificate, Inspection Sticker, and is responsible before the law for the inspection results.

What are the components of the technical safety inspection and environmental protection dossier for motor vehicles?
(1) For the first inspection dossier:
According to the provisions at Article 6 of Circular 99/2023/TT-BQP, the first inspection dossier for technical safety and environmental protection of motor vehicles includes:
- Military motor vehicles:
+ Official Dispatch or Introduction Letter requesting inspection signed and stamped by the commander of the regiment-level agency, unit, or equivalent or higher;
+ Vehicle Registration Certificate; Vehicle history (only applicable to registered military motor vehicles);
+ Temporary License Plate (only applicable to military motor vehicles that have not completed registration procedures);
+ Quality Certificate of technical safety of modified military motor vehicles (only applicable to modified military motor vehicles).
- Motor vehicles of enterprises:
+ Official Dispatch or Introduction Letter requesting inspection signed and stamped by the director or deputy director of the enterprise;
+ Vehicle Registration Certificate;
+ Copy of Quality Certificate of technical safety and environmental protection of imported motor vehicles (only applicable to imported motor vehicles);
+ Copy of the Factory Quality Inspection Sheet (only applicable to domestically manufactured and assembled motor vehicles);
+ Copy of Quality Certificate of technical safety and environmental protection of modified motor vehicles (only applicable to modified motor vehicles).
(2) For periodic inspection dossiers:
According to the provisions at Article 7 of Circular 99/2023/TT-BQP, the periodic inspection dossier for technical safety and environmental protection of motor vehicles includes the following documents:
- Military motor vehicles:
+ Official Dispatch or Introduction Letter requesting inspection signed and stamped by the commander of the regiment-level agency, unit, or equivalent or higher;
+ Vehicle Registration Certificate; Vehicle history (only applicable to registered military motor vehicles);
- Motor vehicles of enterprises:
+ Official Dispatch or Introduction Letter requesting inspection signed and stamped by the director or deputy director of the enterprise;
+ Vehicle Registration Certificate;
Regulations on issuing the Inspection Certificate and affixing the Inspection Sticker for technical safety and environmental protection of motor vehicles
According to the provisions at Clause 2, Article 11 of Circular 99/2023/TT-BQP regulating the issuance of the Inspection Certificate and affixing the Inspection Sticker for technical safety and environmental protection of motor vehicles as follows:

2. Issuing the Inspection Certificate, affixing the Inspection Sticker
a) Motor vehicles that pass inspection in 5 stages, meeting the requirements as specified in Table 2 of Appendix I issued with this Circular will be issued an Inspection Certificate and affixed with an Inspection Sticker. In cases where motor vehicles fail to meet the requirements, the inspection facility must notify the agency, unit, or enterprise of the specific non-compliance details for rectification and re-inspection of those items;
b) Motor vehicles exempted from the first inspection will be issued an Inspection Certificate and Inspection Sticker; the agency, unit, or enterprise directly affixes the Inspection Sticker on the motor vehicle as stipulated in Clause 4, Article 13 of this Circular;
c) The validity period of the motor vehicle inspection is directly recorded in the Inspection Certificate, Inspection Sticker, and issued according to the inspection cycle.
Therefore, the issuance of the inspection certificate and affixing the inspection sticker for technical safety and environmental protection of motor vehicles are carried out as above.
