Notification of Special Charter Flights and Charter Sections: Contents and Authority
What are the contents of the specialized flight notification?
According to the regulations in Article 7 of Decree 96/2016/ND-CP on the notification of specialized and charter flights of Vietnam:
- The notification of specialized and charter flights of Vietnam is performed in writing and includes the following contents:
+ The subjects to be served and the number, composition of the delegation;
+ The flight itinerary;
+ The Vietnamese airline or the unit under the Ministry of National Defense commissioned or authorized to perform the flight;
+ Requirements for reception and farewell ceremonies;
+ Requirements for security and defense assurance, and other specific requirements.
- The notification of specialized and charter flights of Vietnam is sent to the following agencies and units:
+ Specialized and charter flights carried out by Vietnamese airlines for domestic transportation: Ministry of Public Security (High Command of Guard), Ministry of Transport (Civil Aviation Authority of Vietnam), Ministry of National Defense (Operation Department, Air Defense - Air Force Service), the enterprise commissioned for the flight;
+ Specialized and charter flights carried out by Vietnamese airlines for international transportation: Ministry of Foreign Affairs (Consular Department, State Protocol Department), Ministry of Public Security (High Command of Guard), Ministry of Transport (Civil Aviation Authority of Vietnam), Ministry of National Defense (Operation Department, Air Defense - Air Force Service), the enterprise commissioned for the flight;
+ Specialized and charter flights carried out by units under the Ministry of National Defense for domestic transportation: Ministry of National Defense, Ministry of Public Security (High Command of Guard), enterprises providing flight operation assurance services;
+ Specialized and charter flights carried out by units under the Ministry of National Defense for international transportation: Ministry of Foreign Affairs (Consular Department, State Protocol Department), Ministry of Public Security (High Command of Guard), Ministry of National Defense, Ministry of Transport (Civil Aviation Authority of Vietnam), enterprises providing flight operation assurance services.
- At the same time, the deadline for sending the written notification of specialized and charter flights of Vietnam is regulated as follows:
+ For specialized flights: at least 05 days before the scheduled date of the domestic flight; at least 10 days before the scheduled date of the international flight, except in special cases;
+ For charter flights: at least 24 hours before the scheduled departure time of the domestic flight; at least 05 days before the scheduled date of the international flight, except in special cases;
+ For specialized flights carried out by units under the Ministry of National Defense: at least 05 days before the scheduled flight date, except in special cases.
- The notification of specialized and charter flights of Vietnam is considered an assignment of tasks to units under the Ministry of National Defense or commissioning to Vietnamese airlines.

According to the regulations in Article 5 of Decree 96/2021/ND-CP, the following agencies have the authority to notify specialized and charter flights of Vietnam:
- Office of the Central Committee of the Communist Party.
- Office of the President.
- Office of the Government of Vietnam.
- Office of the National Assembly.
- External Relations Commission of the Central Committee of the Communist Party.
Which unit is responsible for receiving and implementing the tasks to ensure specialized and charter flights of Vietnam?
According to the provisions in Article 18 of Circular 25/2022/TT-BGTVT on the reception and implementation of tasks to ensure specialized and charter flights of Vietnam as follows:
Reception and implementation of tasks to ensure specialized and charter flights of Vietnam
1. Immediately upon receiving the notification of specialized, charter flights of Vietnam, and information on any changes or additions related to the notification of these flights from the competent authority, the Civil Aviation Authority of Vietnam is responsible for disseminating the notification to the following agencies and units:
a) Airport authorities;
b) Vietnamese airlines commissioned for the specialized and charter flights;
c) Vietnam Air Traffic Management Corporation, Air Traffic Flow Management Center;
d) Airport and airfield operators where the specialized and charter aircraft take off and land.
2. The agencies and units specified in Clause 1 of this Article are responsible for implementing, recording, and fully storing information about the task performance as prescribed by the law on archives.
Thus, the unit responsible for receiving and implementing the tasks to ensure specialized and charter flights of Vietnam will include:
- Airport authorities;
- Vietnamese airlines commissioned for the specialized and charter flights;
- Vietnam Air Traffic Management Corporation, Air Traffic Flow Management Center;
- Airport and airfield operators where the specialized and charter aircraft take off and land.
