What are the regulations on the conversion of teaching time to standard hours for vocational education teachers in Vietnam?

Pursuant to Clause Article 2 of Circular 07/2017/TT-BLDTBXH as amended by Clause 2, Article 2 of Circular 28/2022/TT-BLDTBXH as follows:

Teaching time in the training plan shall be calculated by standard hours, in which:
a) 45 minutes of theoretical teaching shall be considered as 1 standard hour;
b) 60 minutes of integrated teaching (including theory and practice) shall be considered as 1 standard hour;
c) 60 minutes of practical teaching shall be considered as 1 standard hour.

Accordingly, the teaching time of vocational education teachers in the training plan is prescribed as follows:

- 45 minutes of theoretical teaching shall be considered as 1 standard hour;

- 60 minutes of integrated teaching (including theory and practice) shall be considered as 1 standard hour;

- 60 minutes of practical teaching shall be considered as 1 standard hour.

Pursuant to Clause 2, Article 2 of Circular 28/2022/TT-BLDTBXH, the standard hours of vocational education teachers have been amended and supplemented as follows:

Standard time, teaching time, teaching time norm
1. Standard time is the time unit converted from the number of labor hours required before, during and after the lecture to complete the task of teaching face-to-face or online. One standard hour of online instruction is equal to one standard hour of face-to-face instruction.
One standard hour is counted for theoretical teaching with no more than 35 students, pupils and students; for practical, integrated teaching with no more than 18 students, pupils and students; for teaching heavy, hazardous and dangerous professions and occupations according to the list promulgated by the Minister of Labor, War Invalids and Social Affairs, not more than 10 students. Principals, directors of vocational education institutions, vocational education establishments, vocational education centers - continuing education shall base on the number of students, pupils and students of the class to decide change the standard time to ensure that it is suitable to the actual conditions and characteristics of each industry or profession.

Compared with Clause 1, Article 2 of Circular 07/2017/TT-BLDTBXH, the standard teaching hours of vocational education teachers are as follows:

1. Standard hour means unit of time converted from number of work hours deemed necessary prior, during, and after the teaching time to complete the teaching tasks, including: preparation; teaching; periodical tests of modules and subjects.

Accordingly, Circular 28/2022/TT-BLDTBXH has amended online teaching hours to standard hours.

Thus, the concept of standard hours of a vocational education teacher is redefined as a unit of time converted from the required number of labor hours before, during and after the lecture to complete the direct teaching task or online.

At the same time, some additional provisions are also amended as follows:

- One standard hour is counted for theoretical teaching with no more than 35 students, pupils and students; for practical, integrated teaching with no more than 18 students, pupils and students;

- For teaching heavy, hazardous and dangerous professions according to the list promulgated by the Minister of Labor, War Invalids and Social Affairs, no more than 10 students, pupils and students.

- Principals, directors of vocational education institutions, vocational education establishments, vocational education and continuing education centers shall base themselves on the number of students, pupils and students of a particular class in order to standard time conversion to ensure suitability with actual conditions and characteristics of each industry or profession.

What are the duties of vocational education teachers in Vietnam?

Pursuant to Article 3 of Circular 07/2017/TT-BLDTBXH (amended by Clause 3, Article 2 of Circular 28/2022/TT-BLDTBXH) stipulating the duties of vocational education teachers as follows:

- Teaching, including:

+ Preparation: Developing lesson plans, drawing up syllabuses, prepare materials and equipment serving the teaching of modules or subjects as assigned;

+ Teaching modules or subjects as assigned in conformity with the given plan or program;

+ Assessment of students, including: Prepare tests, invigilate, and give marks of periodical tests.

- Invigilate, give tests, and make assessment upon completion of modules or subjects; mark entrance exams; mark graduation exams; instruct and evaluate graduation theses; evaluate research findings of students.

- Complete forms and documents on management of classes as assigned as prescribed.

- Instruct students to do graduation theses (if any); instruct internship, internship in combination with work; coach excellent students for exams.

- Compile textbooks and teaching materials; offer opinions about the program, contents of modules and subjects as assigned.

- Design, build specialized classes; design, innovate, self-make vocational education equipment.

- Engage students in educational activities and practices.

- Study, participate in standardized training programs, advanced training programs; probation at specialized agencies; engage class observation and exchange teaching experience.

- Participate in training courses for teachers as required by the institution, faculties in terms of teachers’ professional development.

- Do scientific researches; instruct students to do scientific researches; apply advanced technology or technological innovation or initiatives to teaching and production reality.

- Participate in professional activities and training management.

- Perform other tasks at the request of the principal, the director of the vocational education institution, the institution operating the vocational education.

Circular 28/2022/TT-BLDTBXH takes effect from March 1, 2023.
