When will the 2023 Drug Prevention Action Month take place?

Recently, the Office of the Government of Vietnam issued Official Dispatch 3426/VPCP-KGVX in 2023 regarding the implementation of the 2023 Drug Prevention Action Month.

In response to the Drug Prevention Action Month (June), the International Day Against Drug Abuse and Illicit Trafficking and the National Day Against Drugs (June 26), the Deputy Prime Minister of the Government of Vietnam requested the implementation of the 2023 Drug Prevention Action Month.

To be specific:

- Timeframe: From June 1, 2023, to June 30, 2023;- Theme: "Fierce, effective drug prevention, raising responsibility, proactive cooperation - For a drug-free community."

Tasks for implementing the 2023 Drug Prevention Action Month by agencies and units

According to Section II of Official Dispatch 3426/VPCP-KGVX in 2023, the tasks for implementing the 2023 Drug Prevention Action Month by agencies and units are determined as follows:

(1) Ministry of Public Security:

- Launch a high-intensity campaign attacking and suppressing drug-related crimes nationwide.- Direct to enhance review, statistics, and monitor the situation of addicts and illicit drug users.- Advise on organizing inspections and urging the drug prevention work in several localities.- Take the lead in coordinating and organizing the Program to Honor Exemplary Models and propaganda activities in response.- Enhance information provision, orientation, and coordination to promote effective and practical propaganda activities on drug prevention.

(2) Ministry of National Defense:

- Direct functional forces to closely and promptly coordinate with the police force in fighting and dismantling drug crime organizations on land borders, at sea, ports, airports, international postal services, and express delivery.- Promote propaganda to raise awareness of laws on drug prevention for border residents and fishermen in key sea areas.

(3) Ministry of Labor, Invalids, and Social Affairs (MOLISA):

- Speed up the review and listing of drug rehabilitation centers that need investment, repair, upgrading, and new construction.- Urgently review and assess difficulties and obstacles and propose solutions to improve the effectiveness of drug rehabilitation and post-rehabilitation management.- Promote propaganda on drug rehabilitation work and post-rehabilitation management.- Direct the expansion of effective drug rehabilitation models and post-rehabilitation management at the grassroots level.

(4) Ministry of Health:

- Guide, urge, and coordinate with health departments to promptly review the infrastructure and human resources of the healthcare system;- Announce the list of healthcare facilities qualified to determine drug addiction status, especially commune-level health stations; closely coordinate with the police force to strengthen the determination of drug addiction status locally.- Direct the organization of propaganda activities and legal training on drug prevention.

(5) Ministry of Information and Communications:

- Direct to increase the time and frequency of information and propaganda; produce materials, documents, and video clips conveying drug prevention messages.- Take the lead and cooperate with the Ministry of Public Security to request mobile telecommunications enterprises to send propaganda message texts on drug prevention to mobile phone subscribers nationwide.

(6) Ministry of Education and Training, Central Committee of the Ho Chi Minh Communist Youth Union:

Direct the organization of drug prevention propaganda activities for officials, members, students, and parents, focusing on the consequences and harms of drugs, especially synthetic drugs and drugs disguised in food-like products such as candy, beverages, herbs, electronic cigarettes, etc.

(7) Vietnam Television, Voice of Vietnam, Vietnam News Agency:

- Diversify forms; build specialized pages, columns, and messages on drug prevention propaganda;- Increase the duration and frequency of broadcasting at popular viewing times contents on drug prevention laws, drug hazards, exemplary models, drug prevention and rehabilitation models, etc.

(8) Supreme People's Procuracy, Supreme People's Court:

- Direct coordination to speed up investigation, prosecution, and trial of significant and serious cases of public interest;- Organize key trials and mobile courts to propagate crime prevention.

(9) Ministries and agencies members of the National Committee:

Enhance drug prevention propaganda; promote roles, responsibilities, and increase coordination efficiency in drug prevention according to assigned functions and tasks.

(10) People's Committees of provinces and centrally-run cities:

- Complete the consolidation of steering committees at all levels;- Urgently direct the review, ensure infrastructure and human resources of the healthcare system to determine drug addiction status;- Direct specialized forces to aggressively combat drug crimes, eliminate complex drug-related hotspots; strictly control legitimate activities related to drugs; strengthen state management of business sectors with security conditions required; inspect, eradicate drug-containing plant cultivation and re-cultivation areas.- Direct functional agencies to closely coordinate with the police force to enhance review, statistics, and accurately assess the situation of addicts and illicit drug users;- Directly enhance drug prevention propaganda activities to each neighborhood, household, and directly to the community.

Purpose and requirements for the 2023 Drug Prevention Action Month

According to Section I of Official Dispatch 3426/VPCP-KGVX in 2023, the purpose and requirements for the 2023 Drug Prevention Action Month are identified as follows:

- Enhance the roles, responsibilities, and effectiveness of coordination between all levels and sectors from central to local; thereby, mobilize the comprehensive strength of the political system and the entire population to participate in drug prevention; towards building a drug-free community.- Promote propaganda work, creating a nationwide communication campaign against drugs; strengthen monitoring, prevention, combat, and suppression of drug crimes; improve the quality and effectiveness of drug rehabilitation, management of drug addicts, illicit drug users, and post-rehabilitation management; contributing to reducing supply, demand, and harm of drugs.- The implementation of the Drug Prevention Action Month must be synchronized, ensuring practical, economical effectiveness, suitable to the actual situation.
