Allowance and Expense Budget for Non-Specialized Social Activities at the Commune Level Currently?
According to Article 14 of Decree 92/2009/ND-CP (amended by Clause 5 Article 2 of Decree 34/2019/ND-CP), the allowance and expense budget for non-specialized social activities at the commune level is regulated as follows:
- People engaged in non-specialized social activities at the commune level are entitled to allowances, social insurance benefits, and health insurance benefits. The state budget allocates the allowance fund, including social insurance and health insurance support, for monthly payments to those engaged in non-specialized social activities at the commune level according to the administrative classification decision of the commune, ward, and commune-level town as follows:
+ Type 1 is allocated an allowance fund equal to 16.0 times the statutory pay rate;+ Type 2 is allocated an allowance fund equal to 13.7 times the statutory pay rate;+ Type 3 is allocated an allowance fund equal to 11.4 times the statutory pay rate.
Thus, the allowance fund for non-specialized social activities at each type of commune-level administrative unit 1 - 2 - 3 corresponds to 16.0 - 13.7 - 11.4 times the statutory pay rate.

According to Clause 1 Article 34 of Decree 33/2023/ND-CP regarding officials at the commune level and those engaged in non-specialized social activities at the commune level, villages, neighborhoods, it is proposed as follows:
Allowance Regime for Non-Specialized Social Activities at the Commune Level, Villages, Neighborhoods
1. People engaged in non-specialized social activities at the commune level are entitled to allowances. The Central budget allocates the allowance fund, including health insurance support, for monthly payments to those engaged in non-specialized social activities at the commune level as follows:
a) Type 1 commune-level administrative unit is allocated an allowance fund equal to 21.0 times the statutory pay rate;
b) Type 2 commune-level administrative unit is allocated an allowance fund equal to 18.0 times the statutory pay rate;
c) Type 3 commune-level administrative unit is allocated an allowance fund equal to 15.0 times the statutory pay rate.
For commune-level administrative units with increased numbers of non-specialized social activities according to Clause 2 Article 33 of this Decree, the total allowance fund is correspondingly increased (1.5 times the statutory pay rate per additional non-specialized social actor).

Therefore, the new allowance policy for those engaged in non-specialized social activities at the commune level, villages, neighborhoods is as follows:
The allowance fund for non-specialized social activities at each type of commune-level administrative unit 1 - 2 - 3 will increase from 16.0 - 13.7 - 11.4 times the statutory pay rate to 21 - 18 - 15 times the statutory pay rate.

According to Clause 2 Article 34 of Decree 33/2023/ND-CP about commune-level officials and non-specialized social actors at the commune level, villages, neighborhoods as follows:

2. The Central budget allocates the allowance fund for monthly payments to non-specialized social actors in each village, neighborhood as follows:
a) For villages with 350 households or more; neighborhoods with 500 households or more; villages, neighborhoods in key, complex security and order units according to the decision of competent authorities; villages, neighborhoods in border, island commune-level units, an allowance fund equal to 6.0 times the statutory pay rate is allocated. In case a village with 350 households or more is converted into a neighborhood due to the establishment of a commune-level urban administrative unit, it will retain the allowance fund equal to 6.0 times the statutory pay rate;
b) For villages, neighborhoods not specified in point a, clause 2 of this Article, the allowance fund is allocated equal to 4.5 times the statutory pay rate;
c) In cases where district-level administrative units do not organize commune-level units, the villages, neighborhoods specified in points a and b of this clause are determined according to the respective district-level administrative units.

Thus, in the near future, the allowance fund will increase from 3.0 - 5.0 times the statutory pay rate for each type of village, neighborhood to 4.5 - 6.0 times the statutory pay rate
To be specific:
- For villages, neighborhoods as per current regulations, the allowance fund will increase from 5.0 to 6.0 times the statutory pay rate, including:
+ Villages with 350 households or more; villages, neighborhoods in key, complex security and order units according to the decision of competent authorities;
+ Villages, neighborhoods in border, island commune-level units.
- For other villages, neighborhoods, the allowance fund will increase from 3.0 to 4.5 times the statutory pay rate).
Decree 33/2023/ND-CP will take effect from August 1, 2023
