After 3 years of implementing Resolution No. 12/NQ-CP dated February 19, 2019, of the Government of Vietnam on enhancing traffic order and safety and preventing traffic congestion for the period 2019 - 2021 (hereafter referred to as Resolution No. 12/NQ-CP):

- The work of ensuring traffic order and safety continued to achieve significant results, with annual traffic accidents continuing to decrease in all three criteria of the number of accidents, number of deaths, and number of injuries, specifically:

+ In 2019, the number of deaths due to traffic accidents was 7,624 people; in 2020, it decreased to 6,700 people, and in 2021, the number of deaths due to traffic accidents was 5,799 people;

+ Traffic congestion on main traffic routes as well as in Hanoi Capital and Ho Chi Minh City has been gradually controlled despite the rapid increase in traffic demand and the number of vehicles, far exceeding the development speed of infrastructure and public transport capacity.

The summary of the implementation of Resolution No. 12/NQ-CP shows that, besides the achieved results, there are still some existing limitations in ensuring traffic order and safety, and preventing traffic congestion:

- Although traffic accidents have decreased, they still occur complexly, with the number of casualties caused by traffic accidents remaining high;

- Traffic congestion on main traffic routes, key traffic hubs, and urban areas of type 1, especially in Hanoi Capital and Ho Chi Minh City, although controlled, is not sustainable, with a tendency to spread over space and time;

- Environmental pollution from the operation of motor vehicles continues to cause significant economic damages, adversely affecting the health and lives of people, and negatively impacting the tourism environment.

Improving the capacity and effectiveness of law enforcement in ensuring traffic order and safety?

According to Section I of Resolution 48/NQ-CP in 2022, some key tasks issued by the Government of Vietnam to enhance the implementation of ensuring traffic order and safety and preventing traffic congestion for the period 2022 - 2025 include:

- Firstly: Improve the effectiveness and efficiency of leadership and direction, primarily by enhancing the inspection and supervision of the implementation of Conclusion No. 45-KL/TW dated February 1, 2019, of the Secretariat on continuing to effectively promote the implementation of Directive No. 18-CT/TW of the XI Secretariat on strengthening the leadership of the Communist Party in ensuring traffic order and safety on roads, railways, and inland waterways and overcoming traffic congestion. Continue to consolidate the functions and tasks, improve the effectiveness and efficiency of the National Traffic Safety Committee and the Traffic Safety Boards of provinces and centrally-controlled cities to meet new situation requirements.

- Secondly: Develop and complete legal institutions, mechanisms, policies, and related regulations to ensure traffic order and safety to promptly and effectively apply the achievements of the fourth industrial revolution into practice. Integrate the objective of ensuring traffic order and safety into national sectoral planning, regional, provincial spatial planning, land use planning, urban and rural construction planning, and specialized transport planning. Strictly manage the implementation process of planning, ensure the construction or refurbishment of industrial zones, urban areas, commercial centers, schools, hospitals, etc., in line with the capacity of transport infrastructure and public transport.

- Thirdly: Ensure the progress and quality of key transport infrastructure investment projects; organize scientific and rational traffic; maintain and repair transport infrastructure associated with reviewing and thoroughly handling black spots and potential traffic accident spots; eliminate illegal railroad crossings; prevent and handle unauthorized encroachment on maritime channels and inland waterways; protect the safety of air clearance and the approach paths of airports.

- Fourthly: Improve the technical safety quality and environmental protection of transport vehicles; complete the standard and technical regulation system for vehicles, components, materials, and infrastructure to facilitate the production, business, and circulation of environmentally friendly vehicles.

- Fifthly: Restructure transport, increase the share of rail, inland waterway, maritime, and aviation transport, gradually reduce dependence on road transport; accelerate the investment and development of the urban and inter-provincial public transport system associated with limiting the use of personal motor vehicles in large urban areas.

- Sixthly: Persistently build a safe traffic culture for organizations and individuals in constructing, enforcing laws, providing infrastructure, vehicles, transport services, and participating in traffic. Innovate the work of propaganda, dissemination, and legal education on ensuring traffic order and safety by focusing on behavioral change as a criterion for evaluating results; promote propaganda on social networks and digital infrastructure; mobilize and guide the integration of traffic safety goals into programs, plans, and activities of agencies, units, schools, and enterprises.

- Seventhly: Improve the capacity and efficiency of law enforcement in ensuring traffic order and safety; promote the application of information technology; build and ensure the connectivity and sharing of databases between the transport sector, police, health, insurance, and related agencies in law enforcement, propaganda, dissemination, legal education, and scientific research on ensuring traffic order and safety.

- Eighthly: Enhance rescue, emergency response capabilities, and treatment of traffic accident victims; train basic traffic accident first aid skills for grassroots medical staff, law enforcement forces, and traffic participants.
