Hosting and holding the 13th ASEAN School Games 2023 in Vietnam (hereinafter referred to as the Games).
1. Scale
a) Number of participating countries: 11 countries in Southeast Asia.
b) Number of sports held for competition: No more than six sports shall be presided over by the Ministry of Education and Training for specific consideration and decision; ensure that it is suitable for the age and practical conditions of school sports.
2. Time: Expected in August 2023. The specific time shall be considered and decided by the Ministry of Education and Training.

b) The Ministry of Education and Training and Da Nang City shall coordinate with agencies in determining specific training and competition locations, ensuring appropriateness, convenience, and efficiency.

4. Main tasks
a) Establish a steering committee for preparing and holding the 13th ASEAN School Games (the steering committee), consisting of representatives of ministries and agencies: education and training, culture, sports, and tourism; public security; foreign affairs; finance; planning and investment; health; information and communications; the Ho Chi Minh Communist Youth Union; central state management agencies in charge of physical education and sports; specialized units in charge of physical education (the Ministry of Education and Training); and leaders of the People's Committee of Da Nang city.

What are the responsibilities of competent authorities in holding the 13th ASEAN School Games 2023 in Vietnam?
Pursuant to Clause 6 and Article 1 of Decision 1640/QD-TTg in 2022, the tasks of competent authorities are:
- In preparing and holding the Games, the Ministry of Education and Training shall take charge for and coordinate with other ministries, branches, Da Nang City People's Committees, and relevant organizations, including:
+ Formulate and promulgate specific plans (in case of necessity, formulate the scheme for holding the Games, approve according to its competence, and implement), in which it is responsible for professional work, managing the organization of competitions, preparing athletes, referees, and equipment for training and competition, and formulating and implementing plans to ensure necessary conditions and services related to serving the Games.
Budget estimates shall be guaranteed by the central budget and sent to competent authorities for consideration and decision.
- The People's Committee of Da Nang City shall:
+ Take charge for preparing and ensuring necessary conditions on material and technical foundations; allocate funds from the local budget as prescribed; promulgate relevant policies to facilitate the preparation and organization of the Games (if necessary); prepare and organize the opening ceremony, closing ceremony, and other related activities in service of the Games.
+ Work with the Ministry of Education and Training, as well as other ministries and branches, to implement the contents of the Games, which will be presided over by ministries and branches.
- The Ministry of Culture, Sports, and Tourism shall: coordinate with the Ministry of Education and Training and relevant agencies and localities in preparing and holding the Games, including professional work, managing the organization of competitions, and preparing the athlete force.
- The Ministry of Finance shall:
+ Take charge for, and coordinate with the Ministry of Education and Training on, submitting to competent authorities for supplementing career budget estimates from the central budget.
+ Direct the General Department of Customs and the General Department of Taxation to coordinate with the Organizing Committee of the Games in guiding tax policies and customs procedures for imported goods and temporarily imported and re-exported goods that are specialized equipment for holding competitions and activities at the Games. The goods in kind fund the Games in accordance with current regulations.
- The Ministry of Planning and Investment shall: coordinate with the Ministry of Education and Training in preparing and holding the Games according to its functions, tasks, and competence.
- The Ministry of Foreign Affairs is responsible for: coordinating with the Ministry of Education and Training and the People's Committee of Da Nang City on the reception and inauguration; creating foreign propaganda about the Games; and adopting policies to create favorable conditions for entry and exit for those attending the Games in accordance with the law (if necessary).
- The Ministry of Public Security shall: preside over the formulation and implementation of plans to ensure security, order, and safety; and review entry and exit procedures in accordance with the law.
- The Ministry of Health shall: direct the development and implementation of plans on ensuring medical work for the Games, including health care, medical examination, emergency, first aid, and injury treatment; doping tests; inspection and quarantine to ensure food hygiene and safety; and the prevention and control of epidemics and food poisoning.
The Ministry of Information and Communications shall: coordinate with the Ministry of Education and Training in managing information technology systems and propagating and applying information technology for the Games; direct and guide news agencies and newspapers in reporting on and communicating about the Games.
- The Vietnamese Student Sports Association shall:
+ Be the focal point of contact with the Council of ASEAN Schools Sports Games and the Student Sports Association of countries in the preparation and holding of the Games.
+ Coordinate with the Ministry of Education and Training, relevant agencies, and localities in preparing and holding the Games.
