Salary Table for Police Officers Implementing Wage Reform 2024 According to Resolution 27: Upon What Elements Is It Built?

On November 10, 2023, the National Assembly passed Resolution 104/2023/QH15 on the state budget estimate for 2024.

Regarding the implementation of wage policy, the National Assembly resolved that from July 1, 2024, a comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW of 2018 of the Seventh Conference of the 12th Central Executive Committee.

Resolution 27-NQ/TW of 2018 agreed to build three salary tables for the armed forces, including:

+ Salary table for military officers, police officers, and service officers (according to position, title, and rank).

+ Salary table for professional soldiers, and police technical specialists.

+ Salary table for defense laborers, and police laborers (keeping the wage correlation of the armed forces with administrative officials as current).

The salary for police officers will be built according to a separate salary table for police officers and service officers based on position, title, and military rank.

The Steering Committee for Wage Reform in the Armed Forces and Cryptographic Forces recently organized a conference to build new salary tables and special allowance policies for the armed forces and cryptographic forces.

The delegates also agreed on the principle of building the salary table for officers based on two components: Position salary (or title salary) and rank salary.

In which, position salary (or title salary) is determined based on groups of basic positions and titles, equivalent position and title levels.

Rank salary is built according to the rank levels stipulated in the Law on Vietnamese People's Army Officers and the Law on People's Police.

Ensuring uniformity in the same salary level enjoyed for equivalent positions between the Ministry of Defense and the Ministry of Public Security as currently, especially at the local level. The new salary table should ensure convenience for transitioning from the old salary to the new one, with the new salary level not lower than the old one...

Thus, according to the consensus at the conference on building new salary tables and special allowance policies for the armed forces and cryptographic forces when implementing the 2024 wage reform, the police officer salary table will be built based on two components: Position salary (or title salary) and rank salary.

To be specific:

Position salary (or title salary) is determined based on groups of basic positions and titles, and equivalent position and title levels.

Rank salary is built according to the rank levels stipulated in the Law on People's Police.

Additionally, according to Resolution 27-NQ/TW of 2018 it was agreed that the police officer salary after wage reform is built according to the following formula:

| Police Officer Salary = Base Salary + Allowances (if any) + Bonuses (if any) || --- |

In which:

Base Salary: accounts for approximately 70% of the total salary fund.

Allowances: account for approximately 30% of the total salary fund.

Bonuses: the bonus fund is about 10% of the total annual salary fund, excluding allowances.

Police Officer Salary During the 2024 Wage Reform: Which Allowances Will Be Cut and Which Will Change?

Based on Resolution 27-NQ/TW of 2018, it is agreed that when implementing the 2024 wage reform, police officers will still enjoy seniority allowances; however, the following allowances will be cut:

- Leadership position allowance.

- Public service allowance (as it has been included in the basic salary).

Additionally, the following allowances will continue to be applied:

- Concurrent position allowance.

- Extra seniority allowance.

- Regional allowance.

- Job responsibility allowance.

- Mobility allowance.

- Security and defense service allowance.

- Special allowance for the armed forces.

For the special allowance that police officers are entitled to according to Circular 09/2005/TT-BNV and long-term service allowance in socio-economically particularly difficult areas according to the provisions of Decree 76/2019/ND-CP, these two allowances will be combined into an allowance for working in particularly difficult areas.

Ranks and Positions of People's Police Officers

Based on the provisions of Article 21 of the Law on People's Police 2018, the ranks of police officers are as follows:

(1) For professional officers:

- General ranks include four levels:

General;

Senior Lieutenant General;

Lieutenant General;

Major General;

- Senior officer ranks include four levels:

Colonel;

Senior Lieutenant Colonel;

Lieutenant Colonel;

Major;

- Junior officer ranks include four levels:

Captain;

Senior Lieutenant;

Lieutenant;

Second Lieutenant;

(2) For technical specialist officers:

- Senior officer ranks include three levels:

Senior Lieutenant Colonel;

Lieutenant Colonel;

Major;

- Junior officer ranks include four levels:

Captain;

Senior Lieutenant;

Lieutenant;

Second Lieutenant.

In addition, police officers have the following positions according to Article 24 of the Law on People's Police 2018, including:

- Minister of Public Security;

- Department Director, Commander;

- Director of provincial/municipal Police;

- Head of Division; Head of district-level Police; Regiment Leader;

- Team Leader; Head of commune-level Police; Battalion Leader;

- Company Leader;

- Platoon Leader;

- Squad Leader.

Equivalent positions to Department Director, Commander downwards and other positions and titles in the People's Police are stipulated by the Minister of Public Security.

The Minister of Public Security stipulates professional titles and the criteria for professional titles of People's Police officers according to the law.
