Based on Section 1 of Resolution 65/NQ-CP 2024 from the Government of Vietnam's regular meeting in April, ministries, agencies, and localities shall base on their assigned functions, tasks, and powers to implement the following contents:

Ministries, agencies, and localities shall base on their assigned functions, tasks, and powers:

a) Closely monitor international and regional developments; excel in analysis and forecasting; closely, harmoniously coordinate monetary policy with fiscal policy and other macroeconomic policies, promptly, appropriately, and effectively respond to new arising issues. Focus on removing difficulties and obstacles, create maximum favorable conditions, reduce costs for businesses and people accessing credit loans. Implement solutions to clear the 120 trillion VND social housing credit package; effectively handle bad debts, weak credit institutions, and specially controlled banks to contribute to ensuring the stability and safety of the credit institution system.

b) Strengthen financial and state budget discipline; implement solutions to properly, fully, and promptly collect revenues, expand the revenue base, and exploit remaining revenue sources; continue to maintain and promote the achieved results in implementing electronic invoice regulations; strive to increase revenue while strictly, thoroughly controlling and saving expenditures, especially recurrent expenditures, to allocate resources for development investment, especially for key national projects and resources for wage reform and social security.

c) Firmly grasp the market situation, balance supply and demand, and commodities prices to have appropriate and effective solutions to stabilize the market and prices, especially essential goods, housing, and food products. Review, thoroughly analyze price-increased items to have appropriate regulatory solutions; comprehensively and thoroughly assess the impact of adjusting electricity prices, health services, education, and state-regulated commodity prices on inflation, business activities, and people’s lives to determine subjects, timing, levels, and roadmaps for appropriate, cautious, and thorough price adjustments, ensuring control of inflation according to set targets.

Urge ministries and agencies to promptly draft Decisions of the Prime Minister of the Government of Vietnam issuing the list of public service providers under Ministries, defining functions, tasks, powers, and organizational structure of general departments; appraise so that ministries and agencies can complete the draft to submit to the Prime Minister of the Government of Vietnam for consideration and decision.

- Preside, cooperate with the Central Committee of the Vietnam Fatherland Front and relevant agencies to draft a Plan for implementing the Movement to eliminate temporary, dilapidated houses nationwide, reporting to the Prime Minister of the Government of Vietnam before May 15, 2024.
