Total preliminary investment in Chau Doc - Can Tho - Soc Trang expressway project of Vietnam is more than VND 44,000 billion?

Pursuant to Clause 5, Article 2 of Resolution 60/2022/QH15 stipulates:

“Article 2
5. Preliminary total investment and capital sources:
The preliminary total investment of the Project is 44,691 billion VND (forty-four thousand, six hundred and ninety-one billion dongs), of which:
a) State budget capital for the period 2021 - 2025 is VND 30,758 billion (thirty thousand, seven hundred and fifty-eight billion dongs), including:
- Capital from the central budget is 26,934.5 billion dong (twenty-six thousand, nine hundred thirty-four billion, five hundred million dong), of which: 14,248 billion dong (fourteen thousand, two hundred and forty-eight billion dong) ) central budget capital in the Medium-Term Public Investment Plan for the period of 2021 - 2025; 1,165.5 billion dong (one thousand, one hundred and sixty five billion, five hundred million dong) capital source from reviewing and rearranging the medium-term public investment plan for the period 2021 - 2025 of the Ministry of Transport; VND 3,800 billion (three thousand, eight hundred billion dong) of state budget capital for development investment according to Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support support the program of socio-economic recovery and development and VND 7,721 billion (seven thousand, seven hundred and twenty one billion dong) sources of revenue increase, reduction and savings in central budget expenditures in 2021;
- Local budget capital is 3,823.5 billion VND (three thousand, eight hundred and twenty-three billion, five hundred million dongs), of which: An Giang province is 1,000 billion dongs (one trillion dongs); Can Tho city is 1,000 billion VND (one trillion VND); Hau Giang province is VND 823.5 billion (eight hundred twenty-three billion, five hundred million dongs) and Soc Trang province is 1,000 billion (one trillion dongs).
b) The capital from the central budget for the period 2026 - 2030 is about 13,933 billion VND (thirteen thousand, nine hundred and thirty-three billion dongs).”

Accordingly, the preliminary total investment capital for the Chau Doc - Can Tho - Soc Trang expressway construction project is about VND 44,691 billion. In which, the period 2021-2025 will spend about 30,758 billion VND and this figure in the 2026-2030 period is about 13,933 billion VND.

By 2027, will the Chau Doc - Can Tho - Soc Trang expressway of Vietnam be completed and served?

Pursuant to Clause 6, Article 2 of Resolution 60/2022/QH15:

“Article 2”
6. Implementation progress:
Preparing for investment and implementation of the Project from 2022, basically completing some sections of the route with high traffic volume by 2025, basically completing the entire route in 2026 and putting into operation synchronously the whole project. year 2027.”

Accordingly, basically by 2025, some sections of the route with high traffic volume will be completed, in 2026, the whole route will be basically completed and in 2027, the Chau Doc - Can Tho - Soc Trang expressway will be ready to use.

Implementation of Chau Doc - Can Tho - Soc Trang expressway project of Vietnam?

Pursuant Article 3 of Resolution 60/2022/QH15 stipulates:

“Article 3
1. The project implementation and implementation are subject to the following special mechanisms and policies:
a) The Government shall direct the Ministry of Transport of Vietnam to assume the prime responsibility for, and coordinate with the Ministry of Finance, relevant ministries, branches, and localities in, formulating a plan to recover the project investment capital and return it to the central budget and local budget according to the proportion of capital contributed to the project investment;
b) Comply with the provisions of Article 5 of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program. ;
c) In case the project investment policy is adjusted while the National Assembly is not in session, the National Assembly of Vietnam shall authorize the National Assembly Standing Committee ò Vietnam to consider and decide;
d) The order, procedures, and competence to appraise and decide on investment in component projects are similar to those of group A projects in accordance with the law on public investment;
dd) Allow division of the Project into component projects defined in the Appendix attached to this Resolution.
2. The Government is responsible to the National Assembly for:
a) Organize the implementation, management, exploitation, and operation of the Project in accordance with this Resolution and relevant laws, ensuring the progress and quality of the works. Managing and using capital and resources thriftily and efficiently, preventing corruption and negativity; directing localities to secure capital sources for project implementation. Direct the review and take responsibility for the feasibility of capital sources from the review and rearrangement of the Medium-term Public Investment Plan for the period 2021 - 2025 of the Ministry of Transport of Vietnam;
b) Calculating the scope and total investment of component projects in the project's feasibility study report step in accordance with the law, ensuring thrift and combating waste;
c) Leading and directing the implementation of this Resolution, ensuring the right objectives, publicity, transparency, and efficiency, not allowing policy profiteering, loss, or waste; annual report to the National Assembly at the year-end meeting on the project implementation; sufficient information for the people to understand and agree on the investment policy and support the project implementation.
3. The Prime Minister is responsible for decentralizing localities to act as managing agencies to implement component projects as prescribed in Clause 3, Article 5 of Resolution No. 43/2022/QH15 dated January 11 by the National Assembly in 2022 on fiscal and monetary policies to support the Socio-economic Recovery and Development Program, ensuring the progress and quality of those component projects; consider and decide to assign an agency to act as the focal point in charge of organizing the implementation of the project, ensuring the overall and synchronism of the entire Project.
4. The localities are responsible before the Government for securing capital sources as prescribed in Clause 5, Article 2 of this Resolution and the project's compensation, support, and resettlement progress. In case the cost of compensation, support, and resettlement in the locality increases or decreases compared to the cost of compensation, support, and resettlement in the preliminary total investment of the Project, that locality may be responsible for balancing capital sources from the local budget according to the proportion of capital contributed to compensation, support and resettlement expenses of the Project. The agency assigned to act as the governing body is responsible for ensuring the progress and quality of the assigned component project.”

Accordingly, the implementation of the Chau Doc - Can Tho - Soc Trang expressway project in Vietnam will be implemented in accordance with the above regulations.
