Article 5. Conditions and criteria for consideration of regular salary increase
Civil servants, public employees and employees who have not yet ranked the last salary level in the civil servant rank (hereinafter referred to as the rank), in the public employee's professional title (hereinafter referred to as title), shall be considered for an increase of one ordinary salary grade. regularly when meeting the following conditions and criteria:
1. Conditions on time holding rank in rank, in title
a) For civil servants, public employees and employees holding ranks and titles of grades A3, A2, A1, A0, after 3 years (full 36 months) holding the salary level in the rank or title will be considered for a salary increase of 1 grade. .
b) For civil servants, public employees and employees holding ranks, titles of categories B and C and serving and serving employees, after 2 years (full 24 months) they will hold the salary level in the ranks or in the titles considered. 1 salary increase.
2. Criteria for consideration of regular salary increase

Time is not counted to consider raising the regular salary level for civil servants in Vietnam and public employees of the people's armed forces?

Pursuant to the provisions of Article 7, Article 8 of the Regulation promulgated together with Decision 51/QD-LDTBXH in 2014 stipulating that time is not counted to consider raising the regular salary level for civil servants in Vietnam and public employees in the force. People's armed forces include:

- Time off work without pay;

- The time spent working as an expert, studying, practicing, working or surveying at home and abroad exceeds the time limit decided by the competent authority;

- Time of being suspended from work, being held in custody, temporarily detained and other types of non-working time other than those specified in Article 6 of this Regulation.

The sum of all types of time that is not counted for consideration of raising the regular salary level specified in this Article (if any) is counted as a full month, if there is an odd period of less than a month, it is calculated as follows: Less than 11 working days (no more than 11 working days) including weekly rest days and working days off with full pay as prescribed by labor law) are not counted; from 11 working days or more is counted as 01 month.

Thus, the period of personal leave without pay will not be counted to consider raising the regular salary level for civil servants in Vietnam and public employees working in the people's armed forces.
