What is the Procedure for Military Service Health Examination in 2025?

Based on the provisions of Clause 6, Article 8 of Circular 105/2023/TT-BQP regulating the procedure for military service health examination from January 01, 2024, it is implemented as follows:

Step 1: Prepare a list of citizens for military service examination;

Step 2: Announce the time and place of the health examination (Issue a health examination order);

Step 3: Conduct the health examination according to the provisions in Clause 5, Article 8 of Circular 105/2023/TT-BQP in two rounds:

- Physical examination; clinical examination in specialized fields: eyes, ear-nose-throat, dentistry, internal medicine, neurology, mental health, surgery, dermatology, obstetrics and gynecology (for females);

- Paraclinical examination: Blood count; blood type (ABO); liver function (AST, ALT); kidney function (Urea, Creatinine); blood sugar; hepatitis B virus (HBsAg); hepatitis C virus (Anti-HCV); HIV; complete urine test (10 parameters); general abdominal ultrasound; EKG; chest X-ray; urine drug test. The Chairman of the Council may designate additional tests as necessary for accurate health conclusions.

If during the physical and clinical examination, a citizen does not meet one of the health standards specified in Clause 1, Article 4 of Circular 105/2023/TT-BQP, the member of the Council directly examines and reports to the Chairman of the Council to decide to stop the examination. Blood and urine tests, HIV tests, and drug tests are only conducted for citizens who meet the health standards after the physical and clinical examinations, ultrasound, EKG, and chest X-ray.

Conduct HIV counseling and testing according to the law on HIV/AIDS prevention and control for those who meet the health standards.

Step 4: Complete the Military Service Health Examination Form according to Form 3 of Appendix V attached to Circular 105/2023/TT-BQP;

Step 5: Summarize and report the results of the military service health examination according to Form 2b of Appendix VI attached to Circular 105/2023/TT-BQP.

What Contents Are Covered in the Military Service Health Examination?

Based on the provisions of Articles 7 and 8 of Circular 105/2023/TT-BQP, the military service health examination is conducted in 02 rounds: Preliminary Examination and Detailed Examination.

The military service health examination is carried out in 2 rounds with the following contents:

Round 1: Preliminary Military Service Health Examination:

- The commune-level health station conducts the preliminary military service health examination under the professional guidance and supervision of the district-level health center or district hospital; supervised by the district military command.

- Based on the selection and call plan for enlistment by the district military service council, the commune military command compiles a list and calls for preliminary health examination for citizens under its management;

- Organize the preliminary health examination with the following contents:

+ Collect personal and family medical history;

+ Identify cases unfit for physical health or deformities as specified in Sections I and II of Appendix I attached to this Circular; diseases exempt from military service registration as specified in Section III of Appendix I attached to Circular 105/2023/TT-BQP.

Round 2: Detailed Military Service Health Examination:

- The military service health examination is conducted by the district-level military service health examination council as prescribed in Clause 1, Article 40 of Military Service Law 2015, including:

- The Chairman of the Council is the Director of the district health center or the Director of the district hospital;

- The Deputy Chairman of the Council is the Deputy Director in charge of the district health center or the Deputy Director of the district hospital;

- The Standing member cum Secretary of the Council is a staff member responsible for state management of district-level health;

- Other members are officials and staff of district health centers, district hospitals (if any), district health authorities, district military medical staff, and representatives of related units; if necessary, additional provincial health officers or provincial military medical officers may be assigned as decided by the provincial military service council chairman;

- Council members ensure sufficient departments, specialized fields as prescribed in Clause 5 of this Article and must have a medical practice certificate or license according to the law on medical examination and treatment.

- Prepare a list of citizens for examination;

- Announce the time and place of the health examination (Issue a health examination order);

- Conduct the health examination with the following contents:

- Physical examination; clinical examination in specialized fields: eyes, ear-nose-throat, dentistry, internal medicine, neurology, mental health, surgery, dermatology, obstetrics and gynecology (for females);

Blood and urine tests, HIV tests, and drug tests are only conducted for citizens who meet the health standards after physical, clinical examinations, ultrasound, EKG, and chest X-ray.

Thus, the military service health examination from January 01, 2024, will cover the above contents and be conducted in 02 rounds as follows:

- Round 1: Preliminary examination at the commune health station.

- Round 2: Detailed military service health examination at the district health center.

When is the Military Service Health Examination Schedule?

Based on the provisions of Clause 7, Article 8 of Circular 105/2023/TT-BQP, the military service health examination period is from November 01 to December 31 of each year. The Ministry of National Defense may adjust the time as necessary.
