Evaluation and Classification Process for the Quality of Officials and Public Employees, Workers in Ho Chi Minh City according to Decision 20/2024/QD-UBND
Based on Article 11 of the Regulations on the evaluation and classification of quality according to work efficiency for officials and public employees, workers at agencies and units in Ho Chi Minh City issued together with Decision 20/2024/QD-UBND, the evaluation and classification process for the quality of officials and public employees, workers in Ho Chi Minh City is as follows:
- The evaluation and classification of the quality of officials and public employees, workers are conducted periodically before the 5th of the first month of the following quarter, including the following steps:
+ Self-assessment report on work results:

+ Collecting feedback from direct colleagues working together in a specific department, agency, or unit, or based on the actual situation of assignment and collaboration, the head of the agency or unit will decide on the appropriate stakeholders for feedback:

+ The level or authority to comment, evaluate, and classify officials and public employees, workers into Template 1A or 1B issued together with Decision 20/2024/QD-UBND.
- For heads of agencies and units:
+ In cases where the head is an official or public employee, worker from an organization under the jurisdiction of evaluation and classification of the Standing Committee of the City Party Committee or the Standing Committee of the Party Committee: agencies and units follow the guidance of the Organization Commission of the City Party Committee.
+ In cases where the head is an official or public employee, worker from an organization under the jurisdiction of evaluation and classification of the Chairman of the City People's Committee:
Agencies and units submit files to the Department of Home Affairs before the 5th of the first month of the next quarter for appraisal and submission to the Chairman of the City People's Committee for consideration and decision.
+ For heads of Central agencies in the City: after completing the self-assessment report and collecting feedback from colleagues as guided in Points a and b, Clause 1, Article 11 of the regulations issued together with Decision 20/2024/QD-UBND, agencies and units must prepare preliminary scores, evaluation results, classification of quality, and submit files to the Chairman of the City People's Committee (through the Department of Home Affairs) for unified opinions before making decisions.
- No later than 3 working days from the date of completing the evaluation and classification of quality, agencies and units must publicly announce the evaluation and classification results to officials and public employees, workers for their information.
- Within 3 working days from the date agencies, organizations, or units publicize the evaluation and classification results, if officials and public employees, workers do not agree with the evaluation and classification conclusion, they have the right to submit a petition.
The resolution of the petition is handled by the authority conducting the evaluation and classification.
If there is disagreement with the resolution of the petition, they can continue to petition to the immediate superior for resolution. The superior’s decision on resolving the petition is the final resolution.

Basis for the evaluation and classification of quality for officials and public employees, workers in Ho Chi Minh City according to Decision 20/2024/QD-UBND
The Regulations on the evaluation and classification of quality according to work efficiency for officials and public employees, workers at agencies and units in Ho Chi Minh City issued together with Decision 20/2024/QD-UBND stipulate that the consideration, evaluation, and classification of the quality of officials and public employees, workers in Ho Chi Minh City must be based on the following:
- The functions and tasks of the agency, organization, or unit.
- Job descriptions and competency frameworks for job positions approved by competent authorities.
- The results of task performance of officials and public employees, workers according to plans, work programs, and ad hoc tasks assigned.
- The monitoring, evaluation results of leadership, and inspections, supervision by functional agencies, and feedback from organizations and individuals regarding officials and public employees, workers while performing duties.
- Customer satisfaction survey results regarding agencies, units, and related officials and public employees, workers in task execution.
- The results of resolving complaints and petitions of people through official channels of competent agencies.
Evaluation and classification dossier for Vietnamese officials and public employees, workers at agencies and units in Ho Chi Minh City consist of:
Based on Article 13 of the Regulations on the evaluation and classification of quality according to work efficiency for officials and public employees, workers at agencies and units in Ho Chi Minh City issued together with Decision 20/2024/QD-UBND, the evaluation and classification dossier stored at the agency, unit includes:
+ Self-assessment forms and classification scoring of each individual.
+ Consolidated list of evaluation and classification results for officials and public employees, workers.
The evaluation and classification dossier is executed and stored in electronic document format.
In cases where the agency or unit does not meet the material conditions for the implementation and storage in electronic document format, it will be stored in paper document format.
