Based on the provisions in Article 6 of Circular 15/2023/TT-BVHTTDL, it is clearly stated as follows:
Principles and Methods of Operation of the Council
1. Principles of Operation
a) The Council operates based on collective principles, democratic discussions, transparency, and decisions by majority;
b) Council members have the right to reserve personal opinions but must comply with the Council’s conclusions;
c) Council members and the Council Secretary must keep confidential information, content related to the film production project, the discussions, and the conclusions of the Council;
d) Council members and the Council Secretary directly related to the film production project under consideration will not participate in the Council for that project;
dd) Council members operate on a concurrent basis and receive remuneration for their participation in the Council as prescribed.
2. Methods of Operation
a) The Council holds meetings after the assisting team of the Council completes the review report of the project dossier for film production according to Form No. 01 attached to this Circular (hereinafter referred to as the Review Report);
b) The Council meets when at least 2/3 of the total Council members attend;
c) If necessary, the Council President invites representatives from the filmmaking institution with the selected screenplay, and the project management agency to participate in the Council meeting;
d) Council members attending the meeting shall record their opinions on the Evaluation Form according to Form No. 2 attached to this Circular and submit it to the Council Secretary for compilation and reporting at the meeting;
dd) Conclusions of the Council must be agreed upon by more than 50% of the total Council members attending the meeting, as recorded in the Council Meeting Minutes according to Form No. 3 attached to this Circular. If the voting results are 50%-50% among the Council members attending the meeting, the Council’s conclusion shall follow the Council President’s vote.
3. The Council is allowed to use the seal and facilities of the standing agency to serve the Council’s activities as prescribed by law.

Principles and Methods of Operation of the Assisting Team of the Council
1. The assisting team of the Council operates based on collective principles, democratic discussions, transparency, and majority decisions regarding the content of the Review Report.
2. The assisting team of the Council meets when at least 2/3 of the total members of the assisting team of the Council attend.
3. If necessary, the head of the assisting team of the Council reports to the Council President to invite representatives from the filmmaking institution with the selected screenplay, and the project management agency to participate in the assisting team’s meeting.
4. Members of the assisting team of the Council conduct a detailed review of the project dossier for film production as assigned by the Council President.
5. The review results of the assisting team of the Council in the Review Report must be agreed upon by at least 2/3 of the total members of the assisting team of the Council attending the meeting. Members of the assisting team of the Council who do not agree with the review results have the right to reserve their personal opinion, as recorded in the Review Report.
6. Members of the assisting team of the Council may participate in the Council meeting upon the request of the Council President.
7. Members of the assisting team of the Council must keep confidential information, content related to the film production project, the Review Report, and discussions at the meetings of the assisting team of the Council and the Council meeting (if required to attend).
8. Members of the assisting team of the Council directly related to the film production project under consideration will not participate in the assisting team of the Council for that project.
