1. The Deputy Director of Department and equivalent holds the position of deputy to the Director of Department, assisting the Director of Department in managing and organizing the implementation of one or several work fields under the functions and tasks of the department, being responsible to the Director of Department and the law for their assigned duties.

The general criteria for holding the title of Deputy Director of Department and equivalent are determined based on Section 1, Chapter II of Decree 29/2024/ND-CP, including:

- Criteria on ethics, lifestyle, organizational discipline awareness;
- Criteria on educational level;
- Criteria on competence and reputation;
- Criteria on health, age, work experience
What are the specific criteria regarding health, age, and work experience for the title of Deputy Director of Department and equivalent?
Based on Article 8 of Decree 29/2024/ND-CP, the specific criteria regarding health, age, and work experience for the title of Deputy Director of Department and equivalent can be identified as follows:
(1) Have sufficient health to complete the assigned tasks.
(2) Ensure the appointment age; be planned for the expected appointment position, title, or an equivalent position, title or higher as regulated.
(3) Have achievements, results, and specific products in the work process; in case of appointing personnel from external sources, the achievements, results, and specific products must meet the standards of the expected appointment position, title.
(4) Have practical experience and appropriate work time:
- In the case of appointing from internal personnel
If the current-working agency or organization has component units:
+ Ensure having held leadership and managerial positions in the component units;
+ The time holding the current position or an equivalent position to the expected appointment position must be at least 2 years (24 months), if not continuous then it can be accumulated (only accumulation for the time holding an equivalent position);
If the current-working agency or organization has no component units:
Ensure continuous working time in the sector, field corresponding to each specific position, title as regulated.
- In the case of appointing personnel from external sources
If the current-working agency or organization has no component units:
Ensure continuous working time in the sector, field corresponding to each specific position, title as regulated.
If the current-working agency or organization has component units and is expected to be appointed in an agency or organization without component units:
Ensure the time holding an equivalent position adjacent to the expected appointment position as regulated in Point a, Clause 4, Article 8 of Decree 29/2024/ND-CP.
If the current-working agency or organization has component units and is expected to be appointed in an agency or organization with component units:
+ Ensure the time holding an equivalent position adjacent to the expected appointment position as regulated in Point a, Clause 4, Article 8 of Decree 29/2024/ND-CP;
+ Or ensure continuous working time in the sector, field corresponding to each specific position, title as regulated;
- In the case of having previously held a position identified as equal to or higher than the expected appointment position, the time in that position shall be counted towards the equivalent position holding time for accumulation; this does not apply in cases of demotion or position reduction.
In the case of the first appointment in an agency or organization with component units but previously having worked in component units, the working time in the component units shall be counted as continuous working time in the sector, field, ensuring a total working time not less than the minimum total time required for holding the positions, titles below the expected appointment position.
(5) Special cases (regarding age, practical experience, promotion skipping, planning) shall be considered and decided by the competent authority according to the management decentralization.
