1. Persons who fully meet the conditions and criteria to participate in the recruitment examination or selection for public servants and public employees to participate in recruitment; officials and public employees who meet the conditions and criteria to participate in the official rank promotion or professional title promotion exam must pay fees as prescribed in this Circular.
2. Fee payers shall pay fees according to the summons of the Recruitment Council or the Examination Council for rank promotion and promotion of officials or public employees.

Manage and use fees
1. Fee-collecting organizations being public non-business units are entitled to leave 100% of the collected fees to cover expenses as prescribed in Article 5 of Decree No. 120/2016/ND-CP dated May 23. August 2016 of the Government detailing and guiding the implementation of a number of articles of the Law on Fees and Charges.
2. Fee-collecting organization means a state agency that pays the entire collected fee amount into the state budget. The source of expenses to cover the performance of the work and the collection of fees shall be arranged by the state budget in the estimate of the collecting organization according to the regime and norms of state budget expenditure. In case the fee-collecting organization is a state agency that is assigned operating expenses from the fee collection as prescribed in Clause 1, Article 4 of Decree No. 120/2016/ND-CP, 100% of the collected fee may be deducted to pay the fee. cover expenses for expenditures as prescribed in Article 5 of Decree No. 120/2016/ND-CP.
