Development of At Least 10 More Features on VNelD Applications as Required by Resolution 124/NQ-CP of 2023 by the Government of Vietnam
By the end of 2023, develop at least 10 additional utilities on the VNelD applications as required by the Government of Vietnam?
At sub-section d, Section 20, Chapter I of Resolution 124/NQ-CP 2023, the Government of Vietnam requires the Ministry of Public Security to lead and cooperate with agencies and localities to implement the following contents:
Regarding the socio-economic situation in July and the first 7 months of 2023

20. The Ministry of Public Security shall lead and cooperate with agencies and localities:
a) Absolutely secure key targets, works, and important political, cultural, and social events of the country, especially the 8th Central Committee Meeting of the 13th tenure; international delegations, international conferences held in Vietnam; activities of the leaders of the Communist Party and the State.
b) Be proactive in grasping, evaluating, and accurately forecasting the situation, promptly advising the leaders of the Communist Party and the State on policies and solutions to ensure security and national interests. Perform well the tasks of ensuring internal political security, cultural-ideological security, information security, economic security, cybersecurity, social security, and security in strategic areas. Focus on combating all forms of crime and social evils, expedite the investigation of key cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negative Phenomena. Implement synchronized solutions to ensure traffic safety, fire prevention and fighting; proactively prepare forces and means for rescue operations and natural disaster prevention. Effectively and economically launch the activities of "National All People Protect the Fatherland Security Festival" in 2023. Prepare contents for the Prime Minister of the Government of Vietnam to meet with the Central Highlands provinces on maintaining political stability, social order and safety, and socio-economic development ...
c) Rapidly and effectively implement the amended and supplemented Law on Public Security to uniformly and synchronously enforce the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam, facilitating tourism development.
d) Lead and cooperate with the Ministry of Health, Ministry of Justice, and provincial People's Committees to continue promoting 02 integrated services "Birth registration, permanent residence registration, health insurance card issuance for children under 6 years old" and "Death registration, permanent residence deletion, funeral allowance". Expeditiously implement utilities on VNeID, striving to develop at least 10 utilities on VnelD applications by the end of 2023, with at least 20 million users and a monthly user usage rate of VneID applications increasing from 3% to 5%.

According to the above contents, the Government of Vietnam requires the Ministry of Public Security to lead and cooperate with the Ministry of Health, Ministry of Justice, and provincial People's Committees to promote utilities on VNeID, striving to develop at least 10 utilities on VnelD applications by the end of 2023 and to achieve at least 20 million users with the monthly user usage rate of VneID applications increasing from 3% to 5%.

How do Vietnamese citizens register for an electronic identification account?
According to Article 14 of Decree 59/2022/ND-CP, the procedures and processes for registering an electronic identification account for Vietnamese citizens are as follows:
- The procedures and processes for registering a level 1 electronic identification account are as follows: Citizens register for a level 1 electronic identification account through the VNelD application.
Step 1: Citizens use a mobile device to download and install the VNelD application.
Step 2: Citizens use the VNelD application to enter information about their personal identification number and phone number or email address; provide information as instructed on the VNelD application.
Take a portrait photo using a mobile device and send a request to issue an electronic identification account to the electronic identification and authentication management agency through the VNelD application.
Step 3: The electronic identification management agency will notify the registration results through the VNelD application or SMS or email.
- The procedures and processes for registering a level 2 electronic identification account for Vietnamese citizens are as follows:
+ For citizens who have been issued a citizen ID card with an electronic chip:
Step 1: Citizens go to the commune-level Police or the place where the citizen ID card is issued to handle the issuance of the electronic identification account.
Step 2: Citizens present their citizen ID card with an electronic chip, provide information about their phone number or email address, and request to add information integrated into the electronic identification account.
Step 3: The officer in charge enters the citizen's provided information into the electronic identification and authentication system; takes a portrait photo, collects the fingerprints of the citizen for procedure verification with the citizen identification database, and confirms the consent to register for the electronic identification account.
Step 4: The electronic identification management agency notifies the registration results through the VNelD application or SMS or email.
+ For citizens who have not been issued a citizen ID card with an electronic chip: The Police agency will issue a level 2 electronic identification account along with the issuance of a citizen ID card.
What should citizens note when using the VNeID application to ensure the safety of their identification account?
To ensure the safety of their identification account, citizens should note the following when using the VNeID application:
- Do not share your account information with others.
- When lending your mobile device to others, log out of the identification account or uninstall the VNeID application.
- Always update application information to stay informed about the latest news – notifications on information security guidelines.
- In case of losing the device that uses the identification account, users can request to temporarily lock the account to ensure the safety of their personal data through one of two ways: Request account lock on the National Electronic Identification Information page; or contact the police agency for support in temporarily locking the account.
- Pay attention to ensuring the security of the device being used for the electronic identification application.
