According to Decision 263/QD-TTg in 2022 approving the national target program for building new rural areas for the period of 2021-2025, the objectives for new rural communes are as follows:
- Overall objectives:
+ Continue to implement the Program in association with the effective implementation of agricultural restructuring, rural economic development, urbanization process, going into depth, efficiency and sustainability; implement the construction of advanced new rural areas, model new rural areas and new rural areas at village and village level. Improve the material and spiritual life of rural people, promote gender equality. To build rural socio-economic infrastructure synchronously and step by step modern, ensuring a bright, green, clean, beautiful, safe environment and rural landscape, rich in traditional cultural identity, adapting to climate change and sustainable development.
- Specific goals by 2025 of new rural communes:
+ Strive for the whole country to have at least 80% of communes meet new rural standards (Northern mountainous area: 60%, Red River Delta: 100%, North Central region: 87%, South Central region: 80%, Central Highlands: : 68%; Southeast: 95%; Mekong River Delta: 80% of communes meet new rural standards), of which, about 40% of communes meet new advanced rural standards, at least 10% of communes meet the model new rural standards and there are no communes under 15 criteria; continue to build advanced new rural areas and model new rural areas for communes, districts and provinces that have been recognized as meeting new rural standards; the average income of rural people will increase at least 1.5 times compared to 2020;
