Percentage of Basic Salary in the Salary Scale of the Armed Forces During the 2024 Salary Reform?
What percentage does the basic salary in the salary table of the armed forces account for when implementing the 2024 salary reform?
The National Assembly voted to pass the Resolution on the 2024 state budget estimate on the morning of November 10.
According to the Resolution, from July 1, 2024, a comprehensive reform of salary policy will be implemented according to Resolution 27-NQ/TW of 2018.
To be specific, in Resolution 27-NQ/TW of 2018, it is stated that when the 2024 salary reform is implemented, a new salary table system will be developed and issued based on job positions, titles, and leadership positions, replacing the current salary table system; transferring the old salary to the new salary, ensuring it is not lower than the current salary. Five new salary tables will be applied for officials, armed forces when implementing the 2024 salary reform, which includes:
Salary Table 1
Salary table for military officers, police officers, and non-commissioned police officers (according to positions, titles, and military ranks or grades);
Salary Table 2
Salary table for professional military personnel and technical police personnel
Salary Table 3
Salary table for defense workers and police workers (maintaining the salary correlation of the armed forces compared to administrative officials as currently).
In Resolution 27-NQ/TW of 2018, the salary structure of the armed forces when reforming the salary will include three components: basic salary, allowances, and bonuses.
The formula for calculating the armed forces' salary will change as follows:

Basic Salary: accounts for approximately 70% of the total salary fund
Allowances: account for approximately 30% of the total salary fund
Bonuses: the bonus fund is about 10% of the total annual salary fund, excluding allowances.
Thus, the basic salary in the armed forces' salary table when implementing the salary reform accounts for approximately 70% of the total salary fund.

Increase in pensions from July 1, 2024, for which 7 categories of military and police when implementing salary reform?
According to Resolution 104/2023/QH15 on the 2024 state budget estimate, from July 1, 2024, a comprehensive reform of salary policy will be implemented according to Resolution 27-NQ/TW of 2018. This reform will adjust pensions, social insurance allowances, monthly allowances, preferential policies for people with meritorious services, and some social welfare policies linked to the statutory pay rate.
Speaking at the spring meeting on the first working day after the Lunar New Year holiday of the Ministry of Labor, Invalids, and Social Affairs on the morning of February 15, the Minister of Labor, Invalids, and Social Affairs said that in 2024, the comprehensive reform of salary policy according to Resolution 27-NQ/TW of 2018 will be implemented. Salary reform must go hand in hand with adjusting pension policies in the spirit of "ensuring that retirees do not fall into difficulties and disadvantages due to the reform".
When reforming salaries, if the average salary level of workers across the country increases, but pensions are not properly adjusted, pensioners will suffer significant disadvantages.
Therefore, it is necessary to balance and harmonize. If the salaries of officials and public employees increase by 23.5%, then at least, pensions must increase by 15%.
However, pensions will not increase for 36 units in certain sectors that no longer enjoy special salary policies. If a horizontal salary table is constructed, some agencies may face a 50% reduction in salaries.
Armed forces personnel are not mentioned regarding the proposed 15% pension increase like officials and public employees. However, currently, pensions are calculated based on the number of years of social insurance contributions and the average monthly salary on which social insurance is based. Therefore, if the average monthly salary on which social insurance is based increases, the pensions of armed forces personnel will also increase.
Thus, from July 1, 2024, if the salaries of the armed forces are increased during the salary reform, the average monthly salary on which social insurance is based will also increase, leading to an increase in pensions for the armed forces.
Therefore, based on the content mentioned above, it is anticipated that from July 1, 2024, when implementing the salary reform, the pensions of the mentioned seven categories of military and police personnel may increase according to the salary reform policy. However, the specific increase rate must await the official document to be issued.
Who are the armed forces, and in what cases are they used?
According to Article 23 of the Defense Law 2018, the people's armed forces include the People's Army, People's Police, and Militia and Self-Defense Force.
The people's armed forces are absolutely loyal to the Fatherland, the People, the Communist Party, and the State; have the task of being ready to fight, fighting, serving combats, protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland, national security, social order, and safety; protecting the People, the Communist Party, the State, socialist policies, revolutionary achievements; together with the entire population building the country and fulfilling international obligations.
The cases of using the people's armed forces are specified in Article 24 of the Defense Law 2018 as follows:
- During a state of war, a state of emergency regarding national defense, following the orders of the President and other relevant legal regulations;
- In the execution of martial law and curfew orders, following the provisions of the Defense Law 2018 and other relevant legal regulations;
- In states of emergency due to disasters, dangerous epidemics, or situations seriously threatening national security, social order, and safety, following the laws on states of emergency and other relevant legal regulations;
- When there is a threat to national security, social order, and safety but not to the extent of declaring a state of emergency, follow the laws on national security and other relevant legal regulations;
- When participating in activities contributing to regional and global peacekeeping according to the decision of the National Defense and Security Council;
- When complex situations regarding national security, social order, and safety arise; combating crimes; participating in prevention, control, and overcoming of incidents, natural disasters, and epidemics, the use of armed forces is determined by the Government of Vietnam.
