2. Follow the procedures and protocols of diplomatic work.

3. Engage in international cooperation in the spirit of friendship, international solidarity, ensuring the protection of state secrets and military secrets.

Thus, according to the content mentioned above, the principles of international cooperation activities in the field of military medicine are as follows:

Based on Article 7 of Circular 37/2023/TT-BQP as follows:

Responsibilities of the Department of Military Medicine

1. Take the lead in advising the competent authorities on managing international cooperation contents in the field of military medicine.

2. Take the lead in advising and proposing to competent authorities the development of legal normative documents, international treaties, and international agreements in the field of military medicine.

3. Lead or cooperate with relevant agencies and units to advise on the formation of delegations for international missions as per the content and forms of cooperation stipulated in this Circular, and report to the competent authorities for review and decision.

4. Lead or cooperate with relevant agencies and units to propose contents for working with military and civilian medical services of other countries.

5. Lead or cooperate with relevant agencies and units to propose and report to the competent authorities on inviting military and civilian medical delegations of other countries to visit and work in Vietnam; organize events, seminars, conferences, training sessions, and exercises in Vietnam.

6. Lead or cooperate with relevant agencies and units to develop international cooperation projects and proposals on research, production, and application of products in the field of military medicine.

7. Conduct other international cooperation activities in the field of military medicine as per their authority.

Thus, the Department of Military Medicine has the aforementioned responsibilities in implementing international cooperation activities in the field of military medicine.

Based on Article 5 of Circular 37/2023/TT-BQP as follows:

Forms of Cooperation

1. Organizing delegations of military medical personnel for work abroad: Visiting and working with military and civilian medical services of other countries, international organizations abroad; sending experts and interns; short-term and long-term training.

2. Receiving delegations of military and civilian medical personnel from other countries and international organizations: Visiting and working with Vietnam's military medical service; inviting and receiving experts and interns; short-term and long-term training.

3. Organizing and participating in international conferences and seminars in Vietnam; attending international conferences and seminars abroad.

4. Participating in signing international cooperation documents in the field of military medicine.

5. Training, observing, conducting joint exercises.

6. Engaging in exchanges and twinning with military medical units, military and civilian hospitals of other countries, and international organizations.

7. Exchanging and receiving medals, commemorative medals, and other material rewards.

8. Providing and receiving support, assistance in healthcare.

9. Exchanging cooperation content with military medical services, civilian medical services of other countries and international organizations via telephone, email, or other forms as per legal regulations.

10. Participating in humanitarian medical missions with military and civilian medical services of other countries abroad; inviting military and civilian medical services of other countries to participate in humanitarian medical missions in Vietnam.

11. Organizing training, education, and sending military medical personnel to participate in United Nations peacekeeping activities.

12. Providing medical examination and treatment in Vietnam for foreigners based on signed cooperation agreements.

13. Implementing combined military and civilian medical clinics.

14. Cooperating in research, production, and application of products in the field of military medicine.

15. Transferring technology, conducting clinical trials.

16. Other forms of cooperation in the field of military medicine as stipulated by law.
