According to Resolution 104/2023/QH15, there will be a comprehensive reform of the salary policy according to Resolution 27-NQ/TW of 2018 starting from July 1, 2024.

Based on the spirit of Resolution 27-NQ/TW of 2018, the new salary structure will be designed as follows:

The new salary structure includes: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). It also includes a bonus fund (the bonus fund equals about 10% of the total annual salary, excluding allowances).

From July 1, 2024, when implementing the salary reform, in addition to the basic salary, officials will also receive allowances and bonuses (if any).

New Salary Scales for Officials by Job Position from July 1, 2024, When Salary Reform is Implemented

According to the spirit of Resolution 27-NQ/TW of 2018, the salary reform will establish two new salary scales by job position applicable to officials and public employees.

The two official salary scales for officials and public employees are as follows:

| Salary Scale 01: Position-based salary scale applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to communal levels.

Salary Scale 01 is built on the principle that:

- Leadership salary levels must reflect the hierarchy within the political system; holding a leadership position entitles one to a salary corresponding to that position; if one holds multiple positions, the highest leadership salary applies; equivalent leadership positions receive equivalent salaries; the salary of a higher-level leader must be higher than that of a lower-level leader.

- Define a salary level for each equivalent leadership position; no classifications of ministries and central authorities, committees, commissions, etc., in central salary scales; no differentiating leadership salaries based on administrative unit classification locally, instead using allowance policies. The classification of equivalent leadership positions in the political system for position-based salary scales is determined by the Politburo after reporting to the Central Committee.

Salary Scale 02: Professional and occupational salary scale by official rank and public employee job title, applicable to officials and public employees not holding leadership positions.

Salary Scale 02 is built on the principle that:

- The same level of job complexity warrants the same salary; jobs with higher than normal working conditions and occupational incentives use allowance policies. Reorganize official ranks and job levels, encouraging officials and public employees to improve their professional and occupational skills.

- Appointment to official ranks or public employee job titles must align with job positions and the structure of official ranks or public employee job titles managed by the respective agencies, organizations, or units managing officials and public employees. || --- |

However, as of now, there are no drafts or official documents specifying detailed salary levels for the two salary scales applicable to officials and public employees.

How Will the Two New Salary Scales for Officials Be Designed and Built from July 1, 2024?

In line with the spirit of Resolution 27-NQ/TW of 2018, the two new salary scales for officials based on job position in the salary reform will be designed considering the following specific factors:

- Abolish the current statutory pay rate and salary coefficients, creating a basic salary level represented by a specific amount in the new salary scales.

- Standardize labor contract policies per the Labor Code (or service provision contracts) for those performing auxiliary tasks (requiring lower than intermediate-level training), not applying official and public employee salary scales to these groups.

- Set the minimum salary for officials and public employees in the public sector at a level no less than the minimum salary of skilled laborers in enterprises.

- Expand salary relationships as a basis for determining specific salaries within the salary scale system, gradually approaching the salary relationships in the enterprise sector suitable to the state’s resources.

- Refine policies for regular and early salary increases for officials, public employees, and armed forces in line with the new salary scales.
