- General objectives by 2030:

+ Build a sustainable, progressive, and equitable social policy system, continuously improving the material and spiritual life of the people, contributing to the cause of nation-building and protection.

+ Improve diverse, multi-tiered, comprehensive, modern, inclusive, and sustainable social security policies; create opportunities for the people, especially the poor, those in difficult circumstances, and those living in economically and socially disadvantaged areas, to access basic social services, particularly healthcare, education, housing, and information.

+ Develop a flexible, efficient, and internationally integrated labor market linked to sustainable employment; enhance the quality of social development management linked to ensuring human rights and citizen rights.

- Main targets by 2030:

+ Ensure comprehensive material and spiritual care for 100% of revolution contributors and their families, with a living standard above the average of the local population.

Overall unemployment rate below 3%, urban unemployment rate below 4%; the proportion of trained labor with degrees and certificates reaching 35-40%; 60% of the working-age population participating in social insurance and 45% of the working-age population participating in unemployment insurance; 60% of people after retirement age receiving monthly pensions, social insurance, and retirement allowances; 100% of households caring for children under 36 months, pregnant women, and elderly people in poor households, near-poor households, and those living in economically and socially disadvantaged areas receiving social assistance according to regulations; ensure a minimum standard of living for people in difficult circumstances; social assistance for poor households unable to escape poverty.

+ Complete universal early childhood education for children aged 3 to 5, with a school attendance rate at the appropriate age of 99.5% for primary education, at least 95% for lower secondary education, and at least 75% for upper secondary education and equivalent levels; at least 90% of provinces and cities meet the level 2 literacy eradication standard.

Ensure the sustainable replacement level of the population; average life expectancy of about 75 years, minimum of 68 healthy years; Human Development Index (HDI) in the high group in the region; 35 hospital beds, 19 doctors, 4 pharmacists, and 33 nurses per 10,000 people; over 95% of the population participating in health insurance; over 95% of people using primary healthcare services at health facilities covered by health insurance; over 95% of the population under health management; expanded immunization rate reaching 95%; under 15% of children under 5 years old suffering from malnutrition and stunting; basic elimination of AIDS, tuberculosis, and malaria.

+ Build at least one million social housing units for low-income people and industrial workers; completely eliminate temporary and dilapidated housing for poor households, near-poor households, and people affected by natural disasters and climate change; average floor area of housing per capita nationwide reaches about 30 square meters.

100% of urban households and 80% of rural households use clean water according to standards; 100% of households, schools, and medical stations have sanitary facilities that meet standards and regulations; 25% of concentrated rural residential areas have wastewater collection systems, 15% of domestic wastewater is treated.

+ At least 75% of people in remote, border, island areas, and 80% of ethnic minority and mountainous areas enjoy and participate in cultural activities, listen to and watch national and local radio and television channels.
