Vietnam: When will the Resolution 27 on salary reform, salary payment according to job positions come into force?
Resolution 27 on salary reform, salary payment according to job positions, comes into force from May 21, 2018. Pursuant to Sub-section 1, Section 1 of Resolution 27-NQ/TW in 2018 on the situation of salary reform:
1. Salary policy is a particularly important part of the economic and social policy system, directly related to the major balances of the economy, the labor market, and the lives of salary recipients. It contributes to building a lean, clean, effective, and efficient political system, as well as preventing corruption and waste.
Vietnam has undergone four salary policy reforms in 1960, 1985, 1993, and 2003. The conclusions of the 8th Central Party Committee Conference in the 9th term on the project of reforming salary policy, social insurance, and preferential allowances for people with meritorious services from 2003 to 2007 have been gradually supplemented and improved according to the directions of the Party Congresses in the 10th, 11th, and 12th terms. The conclusions of the 5th Central Party Committee Conference, especially Conclusion 23-KL/TW dated May 29, 2012, and Conclusion 63-KL/TW dated May 27, 2013 of the 7th Central Party Committee Conference in the 11th term also contributed to the improvement of salaries in the public sector, officials, public employees, and armed forces, especially in difficult areas and sectors, thus improving the lives of workers. In the business sector, salary policies have been gradually improved based on market mechanisms under state management.

Therefore, Vietnam has undergone four salary reforms in 1960, 1985, 1993, and 2003. Since the issuance of Resolution 27-NQ/TW in 2018 on salary reform, the country has postponed it three times, specifically:
[1] Postponement of salary reform due to Covid-19
At the 13th Party Central Committee Conference on October 9, 2020, the 12th Central Executive Committee decided to postpone salary reform until July 1, 2022, due to the impact of the Covid-19 pandemic, in accordance with Resolution 23/2021/QH15:
Focus resources to implement salary reform from July 1, 2022.
[2] Continuation of postponement of salary reform to an appropriate time
After the first postponement of salary reform according to Resolution 23/2021/QH15, at the second session on November 13, 2021, the National Assembly passed Resolution 34/2021/QH15, postponing the implementation of salary reform to an appropriate time instead of July 1, 2022.
[3] Postponement of salary reform, increasing statutory pay rate in 2023
At the 16th meeting of the Standing Committee of the National Assembly, it was decided to discuss and decide not to implement salary reform according to Resolution 27 but to prepare the best conditions to carry out this reform.
Pursuant to Section 15 of the Specific Tasks assigned to Ministries and Local Agencies in November 2023 and the time ahead, as stipulated in Resolution 185/NQ-CP in 2023 on the tasks of the Ministry of Home Affairs:
Continue to review, improve, and institutionalize the Party's and National Assembly's regulations on salary reform policy, ensuring feasibility, quality, and timely progress.
The implementation of salary reform according to Resolution 27-NQ/TW in 2018 will officially come into force from July 1, 2024.

Pursuant to Section 3.1, Section 3, and Section 2 of Resolution 27-NQ/TW in 2018 on the design of new payrolls for officials, public employees, and armed forces, the following reforms will be implemented:
Reform content:
3.1. For officials, public employees, and armed forces (in the public sector)
a) The design of the new salary structure includes: base pay (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Additional bonuses (bonus fund equal to about 10% of the total annual salary fund, excluding allowances).

Thus, the new salary structure for officials, public employees, and armed forces will consist of:
- 70% base pay;
- 30% allowances;
- Additional bonus fund equal to 10% of the total annual salary fund, excluding allowances.
What are the payrolls based on job positions after salary reform in Vietnam in 2024?
Pursuant to Section 3, Section 2 of Resolution 27-NQ/TW in 2018 on the content of salary reform, the salaries of officials, public employees, and armed forces after salary reform will have a new salary structure consisting of base pay and allowances.
Salary = base pay (70%) + Allowances (30%)
In addition, payrolls based on job positions will be constructed into 05 specific payrolls as follows:
[1] Leadership position payrolls applicable to officials and public employees holding leadership positions;
[2] Professional and technical payrolls based on officials' ranks and public employees' professional titles applicable to officials and public employees not holding leadership positions;
[3] 3 payrolls applicable to armed forces, including:
- Military officer payrolls, officer, non-commissioned officer of public security (based on military rank or police rank and grade);
- Professional soldier payrolls, technical expert of public security;
- Defense worker payrolls, public security worker.
