The Prime Minister of the Government of Vietnam is the head of the Government of Vietnam, responsible to the National Assembly for the operations of the Government of Vietnam and assigned tasks; reporting the work of the Government of Vietnam, the Prime Minister of the Government of Vietnam to the National Assembly, the Standing Committee of the National Assembly, the President (based on Clause 2, Article 95 of the 2013 Constitution).

The salary coefficient for the position of Prime Minister of the Government of Vietnam is 12.50 (based on the "Salary scale for leading officials of the state" issued together with Resolution 730/2004/NQ-UBTVQH11).

Based on Article 3 of Circular 10/2023/TT-BNV, the salary calculation for the Prime Minister is as follows:

Salary of the Prime Minister = Statutory pay rate x Current salary coefficient

According to Resolution 27-NQ/TW in 2018, from July 1, 2024, the salary policy will be reformed by abolishing the statutory pay rate and current salary coefficient, and implementing a new salary policy, where the basic salary of officials and public employees will be a specific amount in the new salary table.

A new system of five salary tables will be constructed and issued based on job position, title, and leadership position to replace the current salary table system, ensuring that the new salary will not be lower than what is currently received. The five new salary tables include:

- One salary table for positions, applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to communal level.- One professional salary table, applied to officials and public employees not holding leadership positions, with multiple salary levels for each official rank and public employee's professional title.- One salary table for army officers, police officers, and non-commissioned officers (by position, rank, and rank badge).- One salary table for professional military personnel and professional technical police.- One salary table for defense workers and police workers (maintaining a salary correlation of the armed forces with administrative officials as currently).

The Prime Minister of the Government of Vietnam will have a salary table for positions applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to communal level.

Moreover, from 2025, the Government of Vietnam will continue adjusting the salary in the new salary tables by about 7% annually. This means that after implementing the salary reform with the new salary table, which will be higher than the current salary, officials and public employees will still receive a 7% annual salary increase.

It is estimated that after implementing the salary reform on July 1, 2024, the average salary of officials and public employees will increase by about 30%, and this salary will continue to increase by an average of 7% per year.

Therefore, it is predicted that from July 1, 2024, the salary of the Prime Minister of the Government of Vietnam will increase significantly.

After July 1, 2024, the expected salary of the Prime Minister will be calculated as follows:

Salary = Basic salary + Allowances (if any) + Bonuses (if any)

In which:

- Basic salary: Accounts for approximately 70% of the total salary fund (according to the new salary table, specifically the salary table for positions applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to communal level).- Allowances: Account for approximately 30% of the total salary fund.- Bonuses: The bonus fund is about 10% of the total annual salary fund, excluding allowances.
