Pursuant to Article 18 of Circular 32/2017/TT-BTTTT on supporting people with disabilities to access information as follows:

"Article 18. Supporting people with disabilities to access information
1. State agencies' electronic portals must support people with disabilities to access information according to the following minimum requirements:
a) Ensure reasonable color and contrast: the combination of background color and font color must have clear contrast to help visually impaired people easily recognize. Limit the use of color to emphasize content in a piece of text. Encourage a function that allows the user to change the color and contrast between the background color and the text color;
b) Do not use flashing words or objects, automatic movement of text to ensure that a screen reader can be used when necessary;
c) Provide equivalent information: provide a line of text (text) describing equivalent information content for non-text objects such as icons, images, confirmation keys, art words, symbols graphs, graphs, and all links on images; text lines describing the main information content of audio and video information objects;
d) Informational orientation: using meaningful phrases to attach to a link or using title attributes to provide additional information that helps clarify or more specifically describe the purpose of a link; use the heading attribute to divide the information content in an information page;
dd) Presentation of data tables: provide summary information for data tables to describe what data the table represents, the names of table titles; Use markup to link data cells with corresponding header cells for data tables with multiple logical levels of row or column headings.
2. It is recommended to provide shortcuts to access the portal's functions, especially to the functions: Home page, Portal map, Search; integrated on the portal of technologies and functions to assist people with disabilities to access information (automatically read content, increase or decrease font size)."

How does the web portal in Vietnam meet the requirements for interface and layout?

Pursuant to the provisions of Article 16 of Circular 32/2017/TT-BTTTT on the interface, layout and minimum functions of an electronic portal in Vietnam as follows:

"Article 16. Minimum interface, layout and functions of an electronic portal in Vietnam
1. The interface must ensure convenience for users, information areas are clearly distinguished.
2. The main information items are specified in Chapter II of the Government's Decree No. 43/2011/ND-CP dated June 13, 2011 stipulating the provision of online public information and services on the website. Electronic information or electronic portal in Vietnam of state agencies (hereinafter referred to as Decree No. 43/2011/ND-CP for short) must be displayed on the homepage or in the main list and in a convenient location. easy to see for the user.
3. Information arrangement on the homepage of the portal in Vietnam
The homepage layout consists of 3 parts: the header, the main information section, and the footer.
a) The header section: includes an introductory title (banner) and a function list (menu). 4. Minimum functions of the portal
a) Support functions as prescribed in Article 15 of Decree No. 43/2011/ND-CP;
b) Functionality of web portal diagram (site map): the electronic portal diagram must fully and accurately represent the structure of information and service items of the electronic portal under the structure. as a text tree for the user, as an XML file for the search engine."

How are mobile devices accessing the government agency's web portal supported?

Pursuant to the provisions of Article 17 of Circular 32/2017/TT-BTTTT on mobile devices, access to the electronic portal of state agencies is supported as follows:

"Article 17. Access support for mobile devices
1. State agencies' electronic portals must support access from mobile devices at least for major information items as prescribed in Chapter II of Decree No. 43/2011/ND- CP.
2. The electronic portal of state agencies is encouraged to fully support access from mobile devices.
3. The design and construction of an electronic portal to support access from mobile devices is encouraged to comply with the technical guidance on Web Content Access for Mobile Devices version 2.0 (WCAG). 2.0, link: https://www.w3.org/TR/WCAG20) and the World Web Organization's (W3C) Web Access Initiative (W3C) or updated versions of WCAG if available."

Thus, mobile devices accessing electronic portals of state agencies are supported according to the above regulations.
