What is the bonus level for each class of Military Exploit Orders in Vietnam in 2024?
Pursuant to Article 55 of Decree 98/2023/ND-CP, there are regulations on the bonus levels for various types of Orders as follows:
Bonus level for various types of Orders
1. Individuals awarded or posthumously awarded Orders will receive a Certificate, a frame, and a bonus level as follows:
a) "Gold Star Order": 46.0 times the statutory pay rate;
b) "Ho Chi Minh Order": 30.5 times the statutory pay rate;
c) First-class "Independence Order," "Military Exploit Order": 15.0 times the statutory pay rate;
d) Second-class "Independence Order," "Military Exploit Order": 12.5 times the statutory pay rate;
e) Third-class "Independence Order," "Military Exploit Order": 10.5 times the statutory pay rate;
f) First-class "Labor Order," "Feat Order," "Fatherland Defense Order": 9.0 times the statutory pay rate;
g) Second-class "Labor Order," "Feat Order," "Fatherland Defense Order," "Great National Unity Order": 7.5 times the statutory pay rate;
h) Third-class "Labor Order," "Feat Order," "Fatherland Defense Order," and "Bravery Order": 4.5 times the statutory pay rate.
2. Collectives awarded Orders will receive a bonus level double that of the bonus level for individuals specified in Article 1 of this Decree.
Therefore, the bonus level for the various classes of Military Exploit Order is as follows:
- First-class Military Exploit Order: 15.0 times the statutory pay rate
- Second-class Military Exploit Order: 12.5 times the statutory pay rate
- Third-class Military Exploit Order: 10.5 times the statutory pay rate
The current statutory pay rate is 1,800,000 VND/month (Article 2, Clause 3 of Decree 24/2023/ND-CP).
However, pursuant to Resolution 27/NQ-TW 2018, starting from July 1, 2024, when implementing salary reforms, the statutory pay rate will be abolished. Therefore, in the future, there may be new guidelines on the bonus level."

Vietnam: When will the decision on the award of emulation titles and commendation forms be canceled and commendation items and bonuses shall be revoked?
According to the provisions in Clause 2, Article 93 of the Law on Competition and Rewards in 2022, decision on the award of emulation titles and commendation forms shall be canceled and commendation items and bonuses shall be revoked in the following cases:
- Commit fraudulent acts in declaring merits and achievements in order to be awarded emulation titles and commendation forms;
- Provide false information or forge applications and documents to request the award of emulation titles and commendation forms;
- Appraise, consider, approve, and request emulation titles and commendation forms contrary to regulations of the law;
- Receive conclusions, decisions, or judgments from competent agencies on persons who have been awarded emulation titles or commendation forms have violations and defects that lead to failure to meet the criteria for emulation titles and commendation forms during the time their achievements are recorded or violations and defects related to works served as the basis for awarding prizes.
Additionally:
Individuals who have been awarded honorary titles of the state but convicted by legally effective judgments or decisions of the Court and are subject to definite imprisonment, life imprisonment, or death penalty shall be deprived of such honorary titles of the state, except for cases prescribed in Clause 4 of this Article.
Individuals who have been awarded titles of “Labor Hero” in the resistance period, “People’s Armed Forces Hero”, and “Vietnamese Heroic Mother” but convicted by legally effective judgments or decisions of the Court for one of the crimes of infringing upon national security or other crimes subject to life imprisonment or the death penalty or participating in activities against the regime, the CPV, State, deserting, betraying, participating in the Open Arms program but subject to termination of preferential regulations according to laws on incentives for revolutionary contributors shall be deprived of their honorary titles of the state.
What are the criteria for awarding or posthumously awarding Military Exploit Orders to individuals with long-term dedication in the Vietnam People's Armed Forces?
Pursuant to the regulations in Article 13, Article 14, and Article 15 of Decree 98/2023/ND-CP, the criteria for awarding or posthumously awarding the various classes of the Military Exploit Order to individuals with long-term dedication in the Vietnam People's Armed Forces are as follows:
Criteria for awarding or posthumously awarding the First-class Military Exploit Order:
Individuals with a working period of 35 years or more in the People's Armed Forces.
Having held one of the positions: Minister, Deputy Minister, Chief of the General Staff, Head of the General Political Department, or equivalent titles; General, Senior General of the People's Armed Forces for a period of 5 years or more.
Criteria for awarding or posthumously awarding the Second-class Military Exploit Order:
Individuals with a working period of 35 years or more in the People's Armed Forces.
Having held the position of Military Region Commander or equivalent title for a period of 5 years or more.
Criteria for awarding or posthumously awarding the Third-class Military Exploit Order:
Individuals with a working period of 35 years or more in the People's Armed Forces.
Having held the position of Corps Commander or equivalent title for a period of 5 years or more.
