2. Agencies and units organizing examinations for promotion of civil servants' ranks or examinations for promotion of professional titles of public employees are organizations that collect fees for examinations for promotion of civil servants and public employees.

Thus, according to the regulations on the agency responsible for collecting recruitment fees, taking examinations for upgrading and promoting civil servants and public employees, including:

- Agencies and units organizing the recruitment of civil servants and public employees.

- Agencies and units organizing examinations for promotion of civil servants, and examinations for promotion of professional titles of public officials.

Pursuant to Article 2 of Circular 92/2021/TT-BTC stipulating as follows:

Fee payers
1. 2. The fee payer shall pay the fee according to the convened notice of the Recruitment Council or the Examination Council for promotion of civil servants and public employees.

According to the above provisions, persons eligible for recruitment of civil servants participating in recruitment will pay fees according to the summons notice of the Recruitment Council or the Examination Council for promotion of civil servants and public employees.

What are the conditions for applying for civil servants in Vietnam?

Pursuant to Article 4 of Decree 138/2020/ND-CP stipulating as follows:

Conditions for registration for recruitment of civil servants
Conditions for registration for recruitment of civil servants shall comply with the provisions of Clause 1, Article 36 of the Vietnam Law on Cadres and Civil Servants. Agencies employing civil servants shall determine other conditions as required by the vacancy specified at Point g, Clause 1, Article 36 of the Vietnam Law on Cadres and Civil Servants, in accordance with the framework of job position capacity but not lower than the general standards, must not contravene the provisions of Vietnam Law, not to distinguish the type of training and report in writing for the civil servant management agency to consider and decide.

Referring to Clause 1, Article 36 of the Vietnam Law on Cadres and Civil Servants 2008 stipulates as follows:

Article 36. Conditions for registration for civil servant recruitment
1. A person who meets all the following conditions, regardless of nationality, gender, social status, belief and religion, may register for civil servant recruitment:
a/ Bearing the sole nationality of Vietnamese;
b/ Reaching full 18 years of age;
c/ Filing an application for recruitment; having a clear personal record;
d/ Possessing relevant diplomas and/or certificates;
e/ Possessing political qualities and good ethics:
f/ Being physically fit for the job;
g/ Meeting other conditions required by the working position for which he/she applies.

Accordingly, persons who meet the following conditions regardless of ethnicity, gender, social composition, belief or religion may register for recruitment as civil servants:

- Bearing the sole nationality of Vietnamese;

- Reaching full 18 years of age;

- Filing an application for recruitment; having a clear personal record;

- Possessing relevant diplomas and/or certificates;

- Possessing political qualities and good ethics:

- Being physically fit for the job;

- Meeting other conditions required by the working position for which he/she applies.
