What is the level of the State budget’s support rate for health insurance for students under the management of the Ministry of National Defense of Vietnam from 2023?

Pursuant to Article 4 of Circular 143/2020/TT-BQP regulating the level of State budget’s support rate for health insurance for students under the management of the Ministry of National Defense of Vietnam:

Level of State budget’s support rate for pupils and students
1. Support 100% of health insurance premiums for students from near-poor households living in poor districts according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government. Government on the program to support rapid and sustainable poverty reduction for 61 poor districts and districts that are applying policy mechanisms under Resolution No. 30a/2008/NQ-CP.
2. Support at least 70% of health insurance premiums for pupils and students belonging to near-poor households and multidimensionally poor households according to the provisions of Clause 1 and Clause 2, Article 4 of Decree No. 146/2018/ ND-CP.
3. Support at least 30% of health insurance premiums for other students.
4. The remainder of the fee specified in Clauses 2 and 3 of this Article must be paid by the students themselves.
5. In cases where pupils and students belong to multiple subjects that are supported by the state budget with the above payment levels, they will enjoy the health insurance payment support according to the subject with the highest level of support.

Thus, the level of State budget’s support rate for health insurance for students under the management of the Ministry of National Defense of Vietnam is regulated as follows:

- Support 100% of health insurance premiums for pupils and students from near-poor households living in poor districts according to the provisions of law.

- Support at least 70% of health insurance premiums for students from near-poor households and multidimensionally poor households according to Government regulations.

- Support at least 30% of health insurance premiums for other students.

What is the regulation on effective dates of the health insurance cards in Vietnam?

Pursuant to Clause 3, Article 16 of the Law on Health Insurance 2008 as amended by Clause 10, Article 1 of the Law on amendments to the Law on Health insurance 2014, there are regulations on health insurance cards as follows:

3. The effective dates of the health insurance cards are prescribed as follows:
a) The health insurance cards of the insured prescribed in Clauses 1, 2 and 3 Article 12 of this Law who purchase health insurance for the first time shall be effective from the payment for health insurance;
b) The second health insurance cards and the following ones of the insured who continuously purchase health insurance shall be effective from the expiry of the previous ones.
c) The insurance cards of the insured, prescribed in Clause 4 and Clause 5 Article 12 of this Law who purchase health insurance from the effective date of this Law or discontinuously purchase the health insurance for at least 3 months in the financial year, shall be effective after 30 days from the payment for the health insurance.
d) The insurance cards of the children under age 6 shall be effective until they are full 72 months old. The insurance cards of full-72-month-old child children before their school year begins shall be effective until September 30 in such year.

Accordingly, The effective dates of the health insurance cards are prescribed as follows:

- The health insurance cards of the insured who purchase health insurance for the first time shall be effective from the payment for health insurance:

+ The group whose insurance are paid by the employers and employees

+ The group of the insured whose insurance is paid by the social insurance organizations

+ The group of the insured whose insurance is paid by the State budget

- The second health insurance cards and the following ones of the insured who continuously purchase health insurance shall be effective from the expiry of the previous ones.

- The insurance cards of the insured, prescribed in Clause 4 and Clause 5 Article 12 of this Law who purchase health insurance from the effective date of this Law or discontinuously purchase the health insurance for at least 3 months in the financial year, shall be effective after 30 days from the payment for the health insurance:

+ The group of the insured whose insurance are supported by the State budget as prescribed in Clause 4, Article 12 of the Law on Health Insurance 2008.

+ Group of the household insured including household members except for the ones as prescribed in Clause 5, Article 12 of the Law on Health Insurance 2008.

- The insurance cards of the children under age 6 shall be effective until they are full 72 months old.

- For children under 6 years old, the health insurance card is valid until the child turns 72 months old.

The insurance cards of full-72-month-old child children before their school year begins shall be effective until September 30 in such year.

What is the information inscribed on health insurance cards in Vietnam?

Pursuant to the provisions of Article 12 of Decree 146/2018/ND-CP, health insurance cards shall be issued by competent social insurance agencies and contain the following information:

- Personal information of a policyholder, including full name, gender, date of birth, permanent residence or workplace address.

- Health insurance coverage rate stipulated in Article 14 hereof.

- Start date of a health insurance card.

- Name of the primary healthcare establishment.

- Photo of the policyholder (not applicable to children under 6 years of age) in case where he/she does not have any photo personal identification document issued by competent bodies or authorities, or any certificate issued by commune-level police authorities or other documents endorsed by educational institutions or vocational education establishments in charge of management of pupils or students, or other legitimate personal identity documents.
