Vietnam: What is the current situation of implementation of medical examination and treatment covered by health insurance using chip-based citizen ID cards?

On February 28, 2022, the Ministry of Health of Vietnam issued Official Letter 931/BYT-BH in 2022 guiding the pilot implementation of medical examination and treatment covered by health insurance with chip-based citizen ID cards.

In this Official Letter, people are allowed to use their chip-based citizen ID cards instead of their health insurance cards.

However, in nearly 9 months of the pilot implementation of health insurance treatment using chip-based citizen ID cards, the number of people participating in searching by chip-based citizen ID cards is still very low.

Specifically, according to the data reported by the Vietnam Social Insurance in Official Letter 6914/BYT-BH 2022 as of November 18, 2022 as follows:

- Nationally, 11,726 medical examination and treatment establishments have deployed medical examination and treatment covered by health insurance with chip-based citizen ID cards;

- Among 4,797,796 times of looking up health insurance information by chip-based citizen ID cards, there were 2,942,327 successful searches, reaching 61.33% of the total number of searches;

- From February 1, 2022 to November 18, 2022, the rate of medical examination and treatment that looked up health insurance information using chip-based citizen ID cards was only about 4.36% of the total number of medical examination and treatment visits. nearly 110 million visits).

It can be seen that the implementation of medical examination and treatment with health insurance using chip-based citizen ID cards is still limited.

Medical examination and treatment covered by health insurance using chip-based citizen ID cards to be strengthened in Vietnam?

Which healthcare facilities in Vietnam are included in the work of strengthening the implementation of medical examination and treatment with health insurance using chip-based citizen ID cards?

To overcome the above situation, on November 29, 2022, the Ministry of Health of Vietnam issued Official Letter 6914/BYT-BH 2022, urging agencies to organize the implementation of medical examination and treatment covered by health insurance using chip-based citizen ID cards.

Pursuant to Official Letter 6914/BYT-BH 2022, the units implementing medical examination and treatment covered by health insurance using chip-based citizen ID cards include:

- Departments of Health of provinces and centrally run cities;

- Hospitals and institutes with beds under the Ministry of Health;

- Medical examination and treatment establishments belonging to ministries and branches;

- Vietnam Private Hospital Association.

These units are responsible for strengthening the organization of medical examination and treatment covered by health insurance using chip-based citizen ID cards in accordance with regulations and guidance of the Ministry of Health of Vietnam.

Vietnam: What are the tasks of implementing medical examination and treatment with health insurance using chip-based citizen ID cards?

According to the guidance of Official Letter 6914/BYT-BH 2022, the tasks of heads of units are determined as follows:

- Urgently direct the units under their management to review the pilot implementation of medical examination and treatment covered by health insurance using chip-based citizen ID cards or via the VNeID application of the Ministry of Public Security in accordance with the direction of the Government and Ministry of Health. When there are difficulties and problems, the head of the unit is requested to directly discuss with the provincial social insurance agency and coordinate with PC 06 of the provincial police to promptly remove and resolve;

- Strictly organize the implementation in strict accordance with the directing documents and instructions of the Ministry of Health and Vietnam Social Security, striving by the end of 2022 to reach the rate of 100% health insurance performing medical examinations and treatment coved by health insurance using chip-based citizen ID cards; 20% of people when going for medical examination and treatment, health insurance can look up health insurance information using chip-based citizen ID cards or via VNeID application;

- Strengthen information and communication work on all available mass media so that people know and understand the convenience and benefits brought, thereby gradually changing the habit of using the using chip-based citizen ID cards or installing VNelD applications on smartphones when going for medical examination and treatment with health insurance;

- Regularly check, urge and promptly summarize and report to competent authorities (in writing) on difficulties and problems in the implementation organization. The Department of Health is responsible for summarizing difficulties and problems of the units under its management; Health heads of ministries and branches shall directly report on difficulties and problems of their units and send them to the Ministry of Health (via the Department of Health Insurance) for consideration and settlement.

On January 6, 2022, the Government issued Decision 06/QD-TTg in 2022 approving the "Project on developing the application of population data, identification and electronic authentication for national digital transformation in the phase of national digital transformation 2022-2025, with a vision to 2030" (Project 06), identifying many important tasks in digital transformation.

In Official Letter 6914/BYT-BH 2022, the role of the implementation of medical examination and treatment covered by health insurance using chip-based citizen ID cards for Project 06 is determined as follows:

Deploying the use of chip-based citizen ID cards when going for medical examination and treatment with health insurance is one of the important tasks in Project 06 (According to Decision 06/QD-TTg dated January 6, 2022 of the Prime Minister), contributing to reform administrative procedures, shortening the time to receive patients, transparent information, combating fraudulent acts, taking advantage of the health insurance fund...

Thus, it can be clearly seen that the implementation of medical examination and treatment covered by health insurance using chip-based citizen ID cards is an urgent task in the implementation of Project 06 in the period of 2022-2025.
