What are the standardized educational qualifications of teachers in Vietnam?

According to Article 72 of the Education Law 2019, the standardized educational qualifications for teachers are as follows:

- The standardized educational qualifications for teachers are regulated as follows:

(i) Having at least a college degree in pedagogy for preschool teachers;

(ii) Having at least a bachelor’s degree in education for primary school, middle school, and high school teachers.

In case a subject does not have enough teachers with a bachelor’s degree in education, it is required to have a teachers with a bachelor’s degree in a relevant field along with a pedagogical training certificate;

(iii) Having a master's degree for university lecturers; having a doctorate for university lecturers instructing master's theses or doctoral dissertations;

(iv) The standardized educational qualifications for teachers at vocational education institutions are implemented according to the provisions of the Law on Vocational Education.

(2) The Government of Vietnam stipulates the roadmap for enhancing the standardized educational qualifications for preschool, primary school, and middle school teachers as regulated in (i) and (ii). The Minister of Education and Training, the Minister of Labor - Invalids and Social Affairs, within the scope of their tasks and authorities, stipulate the employment of teachers in cases where the requirements listed in (1) are not met.

How to Strengthen Conditions for Ensuring the Quality of Secondary Education, Enhance the Quality of Secondary Education Popularization in Vietnam?

Based on Section 2, Part B of the Official Dispatch 3935/BGDDT-GDTrH 2024, the guidance on strengthening conditions for ensuring the quality of secondary education and enhancing the quality of middle school education popularization is as follows:

Developing School and Class Networks

- Developing school and class networks associated with the conditions ensuring the quality of secondary education.

Continue to invest resources in building national standard schools associated with the national target program on building new rural areas.

- Continue to innovate the organization and management model of specialized high schools to meet the goal of developing talent in certain subjects for students achieving good results in training and studying, thereby ensuring comprehensive general education and creating a source for training talents, meeting the developmental needs of the country.

Developing the Team of Teachers and Educational Management Personnel

- Properly implement the recruitment of teachers, ensuring quantity and quality, balancing the structure, especially for subjects such as Informatics, Foreign Languages, Fine Arts, Music, Natural Sciences, History, and Geography to meet the requirements of deploying the 2018 General Education Program. Continue the roadmap for enhancing the standardized educational qualifications for middle school teachers as stipulated by the Government of Vietnam.

- Regularly review and supplement the core team of teachers for subjects and educational activities;

Maximize the effectiveness of core teachers and key educational management personnel to implement teacher training and mass training of educational management personnel;

Link the training on the use of textbooks with the content of regular training and professional group activities at school and cluster levels.

Improve the effectiveness of training management personnel and teachers in career counseling and guidance for middle school students.

Ensuring Textbooks and Local Education Materials

- Maximize the professional autonomy of teachers and educational institutions in organizing and selecting textbooks according to regulations.

Coordinate with publishers to train teachers on using textbooks and provide textbooks for students completely and promptly before the start of the 2024-2025 school year and prepare for subsequent school years, ensuring timeliness, quality, and appropriateness.

- Complete the organization of compiling, appraising, and supplying local education materials for grades 9 and 12 (for localities that have not yet completed) to promptly implement the 2024-2025 school year.

Strengthening Facilities and Teaching Equipment, Educational Materials

- Ensure conditions for minimum facilities, teaching equipment according to regulations to effectively implement the tasks of the school year; invest and maximize the school’s facilities to be able to organize teaching for more than 6 sessions per week, ensuring proactivity and flexibility in implementing the program.

- Continue to develop digital learning materials to support teachers in organizing teaching, assessing, and ensuring quality and effectiveness.
