How Are Medical Expenses Covered at Central Hospitals When Following Proper Referral Procedures?
Based on Article 22 of Health Insurance Law 2008 (amended by Clause 15, Article 1 of Amended Health Insurance Law 2014), the specific payment rates for health insurance when visiting central hospitals with proper referrals are as follows:
- 100% coverage of medical expenses: includes military personnel, police officers, individuals with meritorious service to the revolution, veterans, children under 6 years old, individuals from poor households, those with continuous health insurance participation for 5 years, and individuals with annual co-payment expenses exceeding the statutory pay rate for six months...
- 95% coverage of medical expenses: includes retirees, individuals receiving monthly labor loss benefits, and those from near-poor households...
- 80% coverage of medical expenses: applies to other subjects

How Are Medical Expenses Covered at Central Hospitals When Not Following Proper Referral Procedures?
In the case of visiting central hospitals without proper referrals, Article 14 of Decree 146/2018/ND-CP (amended by Point d, Clause 1, Article 183 of Decree 131/2021/ND-CP) and Article 15 of Decree 146/2018/ND-CP specifically provide as follows:
- 40% coverage of inpatient treatment expenses when visiting central healthcare facilities.
- Special cases of improper referrals eligible for full coverage as proper referrals include:
+ Ethnic minorities and individuals from poor households participating in health insurance living in economically disadvantaged areas or extremely economically disadvantaged areas;
+ Health insurance participants living on island communes or districts;
+ Emergency cases.
What Are the Conditions for Issuing a License to Operate a Healthcare Facility?
Based on Article 43 of Law on Medical Examination and Treatment, the conditions for issuing a license to operate a healthcare facility are as follows:
Conditions for Issuing a License to Operate a Healthcare Facility
1. A healthcare facility can be issued a license to operate if it meets the following conditions:
a) Complies with national technical regulations for healthcare facilities issued by the Minister of Health.
b) Has sufficient personnel suitable for the scope of professional activities;
c) The person in charge of the technical expertise of the healthcare facility must have at least 36 months of experience in practicing medical examination and treatment.
2. In case of registering to establish a specialized clinic or a family doctor clinic, in addition to the conditions specified in Clause 1, the head of the facility must be a practitioner with the appropriate professional qualifications for the type of practice.
3. The Minister of Health and the Minister of National Defence shall detail the conditions for issuing a license to operate specified in this Article for each organizational form of healthcare facility under their management authority.
To be issued a license to operate a healthcare facility, the conditions mentioned above must be met.
