Based on sub-item 3, Section I, Part A Administrative Procedures issued together with Decision 3384/QD-BCA-C07, the procedures for reissuing a practitioner certificate in fire prevention and fighting consultancy at the provincial level is guided as follows:

- Step 1: Individuals or organizations prepare the application in accordance with legal regulations.

- Step 2: Individuals or organizations submit the application to the Provincial Police's Fire Prevention, Fighting, and Rescue Division at the provincial or centrally-affiliated city level.

- Step 3: The receiving officer checks the validity and components of the application (documents in the application sent to the police agency must be originals or authenticated copies or photocopies accompanied by originals for comparison in case of direct submission or via public postal services;

Originals or authenticated electronic copies in case of online submission through the national public service portal or the public service portal of the Ministry of Public Security).

+ If the application is valid and complete, an Administrative Procedure Receipt for Fire Prevention and Fighting will be issued, handing one copy to the submitter and keeping one copy, or sending a receipt notice via email or text message to the submitting agency, organization, or individual;

+ If the application is incomplete or invalid, it will be returned with instructions for completion, and the information will be recorded on the Supplementary Instructions Receipt, giving one copy to the submitter and keeping one copy, or noting the content of supplementary instructions for notification via email or text message to the submitting agency, organization, or individual.

- Step 4: Based on the appointment date on the Administrative Procedure Receipt for Fire Prevention and Fighting or the notice via email or text message, individuals or organizations go to the place where the application was submitted to receive results directly or via public postal services, or receive electronic results on the public service account used to submit the application.

- Implementation Method:

+ Direct: Submit the application directly at the One-Stop Division of the Provincial Police's Fire Prevention, Fighting, and Rescue Division.

+ Public postal services: Submit the application via public postal services.

+ Online: Submit the application at the National Public Service Portal, the public service portal of the Ministry of Public Security.

+ application reception time: During business hours on working days from Monday to Friday weekly (except public holidays as prescribed by law).

- Processing Time: 07 working days from the date of receipt of a complete application.

- Fees and Charges: None.

- Subjects of Administrative Procedures: Individuals residing in the management area who have been issued a practitioner certificate in fire prevention and fighting consultancy by the Fire Prevention, Fighting, and Rescue Police Division but have lost or damaged it.

- Agency Performing Administrative Procedures: Provincial Police's Fire Prevention, Fighting, and Rescue Division.
