Guidance for customs declarants on viewing C/O processing history on the C/O management system by the General Department of Customs?
Based on subsection 2 of Section III Official Dispatch 3790/TCHQ-GSQL in 2023, the General Department of Customs provides guidance on viewing the history of C/O processing as follows:
Step 1: Customs officers perform the following steps:
- Access the homepage of the "Electronic C/O Management System". The URL is: http://10.224.145.85 with the login name being the same as that of the VNACCS/VCIS System.
*Note: Customs officials should change the password after receiving the account: On the login screen, officers select the "Change Password" function, enter the information, and then select the "Change Password" button.
- Select the Korea C/O function → Search C/O → Enter the C/O reference number → Select "Search" to look up C/O.
Step 2: On the screen displaying the searched C/O information, customs officials click on the "View History" icon in the history column of the C/O list.
Step 3: View the processing information of each item line:
On the screen displaying the searched C/O information, customs officials click on the area of the C/O to view. Then click on the area of the item line to see the processing information, the system will display the processing information of that item line.
Guidance on checking C/O form AK, KV/VK information on the Electronic C/O Management System?
Based on subsection 1 of Section II Official Dispatch 3790/TCHQ-GSQL in 2023, the General Department of Customs guides provincial and municipal Customs Departments on checking C/O form AK, KV/VK information on the "Electronic C/O Management System" as follows:
Based on the declaration information on the C/O number and issuance date on the customs declaration, customs officials access the "Electronic C/O Management System" to check, receive, and process through the following steps:
Step 1: Access the homepage of the "Electronic C/O Management System". The URL is: http://10.224.145.85 with the login name being the same as that of the VNACCS/VCIS System.
*Note: Customs officials should change the password after receiving the account: On the login screen, officers select the "Change Password" function, enter the information, and then select the "Change Password" button.*
Step 2: Select the Korea C/O function → Search C/O → Enter the C/O reference number → Select "Search" to look up C/O.
Step 3: When the screen displays the searched C/O information, customs officials select the "Process" function icon in the processing column to perform related C/O processing.
On the screen displaying detailed C/O information, customs officials can select item lines belonging to the same declaration and then press search declaration to perform processing. If the item line has been processed preferential/non-preferential, customs officials can select to process it again with another declaration.
On the "Search customs declaration" screen, customs officials enter the declaration number and year of registration and select the search function to find the related declaration.
After that, the screen shows the corresponding declaration, customs officials click on the area of the declaration to view and check related information. If the goods qualify for preferential treatment, select the "Preferential" box; if the goods do not qualify for preferential treatment, select the "Non-preferential" box and enter the reason for non-preferential (in English) → Then customs officials press "Save Information".
*Note:*
+ In case of goods on multiple declarations, customs officials search for "declaration number 1", after checking then search for "declaration number 2".
+ In case a goods on multiple declarations includes a declaration qualifying for preferential treatment and a declaration not qualifying for preferential treatment, the final status of that goods is "Non-preferential".
+ In case of an item line on multiple different declarations, customs officials process the item line sequentially with each declaration according to the above steps.
+ In case an item line is processed multiple times, including times processed as "Preferential" and times as "Non-preferential", the final status of that item line is "Non-preferential".
Step 4: After processing all item lines, customs officials select "Settle C/O" to complete the processing. The system displays a confirmation message "Are you sure you want to settle this C/O? The C/O after settlement will have the processing result sent back to Korea?" Customs officials select "Confirm" to complete the C/O processing or select "Cancel" to cancel the operation.
After confirmation, the Korean C/O issuing agency will receive the official information from Vietnam Customs and the information cannot be modified after this function is performed.
*Note: Perform the choice of processing "Preferential" or "Non-preferential" for each item line on the C/O. All item lines must be selected for processing for the C/O inspection result to be accepted and allow selecting "Settle C/O".*

Who are the customs declarants?
Based on the provisions of Article 5 Decree 08/2015/ND-CP, amended by Clause 3 Article 1 Decree 59/2018/ND-CP, the regulation is as follows:
Customs Declarants
The customs declarants include:
- The owner of the exported or imported goods. In case the owner of the goods is a foreign trader not present in Vietnam, the customs procedures must be performed through a customs brokerage agent.
- The owner of the means of transport, the operator of the means of transport exiting, entering, transiting, or the person authorized by the owner of the means of transport to exit, enter, or transit.
- The person authorized by the owner of the goods in the case of goods as gifts, personal donations; luggage sent before, sent after the trip of the person exiting, entering; imported goods to implement tax-exempted investment projects.
- The person providing goods transit services, goods transshipment services.
- The customs brokerage agent.
- Enterprises providing international postal services, international express delivery services except where the owner of the goods has other requests.
Thus, based on the above regulation, the customs declarants include the following entities:
- The owner of the exported or imported goods. In case the owner of the goods is a foreign trader not present in Vietnam, the customs procedures must be performed through a customs brokerage agent.
- The owner of the means of transport, the operator of the means of transport exiting, entering, transiting, or the person authorized by the owner of the means of transport to exit, enter, or transit.
- The person authorized by the owner of the goods in the case of goods as gifts, personal donations; luggage sent before, sent after the trip of the person exiting, entering; imported goods to implement tax-exempted investment projects.
