2. Registering Level 2 Electronic Identification Account

a) For citizens who have been issued a Citizen ID card with an electronic chip:

Citizens go to the commune-level police station or the place where the Citizen ID card issuance procedures take place to complete the electronic identification account registration. Citizens should present their Citizen ID card with an electronic chip, provide information about their phone number or email address, and request the addition of information to be integrated into the electronic identification account.

The receiving officer will enter the information provided by the citizen into the electronic identification and authentication system; take a portrait photo, capture the fingerprints of the citizen to verify with the Citizen ID card database, and confirm the agreement to register for creating an electronic identification account.

Time Limit for Processing the Issuance of Electronic Identification Accounts

From the date of receipt of complete and valid dossiers as prescribed in this Decree, the Ministry of Public Security shall have the responsibility to process the issuance of electronic identification accounts within the following time limits:

1. For Vietnamese citizens who already have a Citizen ID card with an electronic chip: No more than 01 working day for the issuance of a Level 1 electronic identification account, no more than 03 working days for the issuance of a Level 2 electronic identification account. For Vietnamese citizens who do not yet have a Citizen ID card with an electronic chip: No more than 07 working days.

2. For foreigners: No more than 01 working day for the issuance of a Level 1 electronic identification account; no more than 03 working days for the issuance of a Level 2 electronic identification account if there is information about the portrait photo and fingerprints in the National Database on Immigration; no more than 07 working days for the issuance of a Level 2 electronic identification account if there is no information about the portrait photo and fingerprints in the National Database on Immigration.

3. For organizations:

a) No more than 01 working day if the information to be authenticated about the organization is already available in national databases and specialized databases.

b) No more than 15 days if the information to be authenticated about the organization is not available in national databases and specialized databases.
