Guidelines on How to Integrate Passport Information, Tax Identification Number, and Driver's License into an Electronic Identification Account
What principles govern electronic identification and authentication?
Based on Article 4 of Decree 59/2022/ND-CP, the principles of electronic identification and authentication are stipulated as follows:
- Compliance with the Constitution and laws, ensuring the lawful rights and interests of agencies, organizations, and individuals.
- Ensuring accuracy, uniqueness in electronic identification and authentication; openness, transparency in management, and convenience for agencies, organizations, and individuals.
- Ensuring the security and safety of devices, and data confidentiality in electronic identification and authentication.
- Agencies, organizations, and individuals exploiting and using electronic identities must keep electronic identification account information confidential and comply with legal provisions on personal data protection.
- Any act violating laws on electronic identification and authentication must be detected and promptly handled according to legal provisions.
- Ensuring compatibility with international treaties to which Vietnam is a member.

How to integrate passport information, tax code, driver's license into the electronic identification account?
To integrate documents into the electronic identification account (VNeID), one must register for a Level 2 electronic identification account.
- For citizens already issued a chip-based citizen ID card:
Step 1: Citizens go to the local police station or the place where the procedures for issuing the citizen ID card are carried out to complete the procedures for issuing an electronic identification account.
+ Citizens present their chip-based citizen ID card, provide phone number information, and add additional information needed to integrate into the electronic identification account.
Step 2: The officer receives the citizen's information and inputs it into the electronic identification and authentication system.
+ Take a portrait photo, and collect the fingerprints of the citizen for authentication with the citizen ID card database.
+ Create the electronic identification account.
Step 3: The electronic identification management agency notifies the registration result via the VNeID app or SMS or email.
- For citizens who have not been issued a chip-based citizen ID card, they can request a Level 2 electronic identification account in conjunction with the issuance of a chip-based CCCD.
- Upon successful registration of a Level 2 electronic identification account, depending on the integration needs, the "document wallet" section of VNeID will display the following information:
+ Vehicle registration
+ Driver's license
+ Health insurance
+ Social insurance
+ Dependent information
+ Tax information
- Click on the desired content, enter the pre-set password, and the system will display the image of the document.
Procedures for integrating information into the electronic identification account on the VNeID app:
Step 1: Enter account information
Step 2: Select the "Document wallet" section
Step 3: Select “Create new request” and sequentially enter the driver's license/insurance card information and then send it.
How is the VNeID electronic identification account categorized?
Based on Article 12 of Decree 59/2022/ND-CP, the categorization of electronic identification accounts is regulated:
Categorization of electronic identification account levels
1. The Level 1 electronic identification account of Vietnamese citizens includes the information stipulated in Clause 1 and Point a Clause 2 of Article 7 of this Decree. The Level 1 electronic identification account of foreigners includes the information stipulated in Clause 1 and Point a Clause 2 of Article 8 of this Decree.
2. The Level 2 electronic identification account of individuals includes the information stipulated in Article 7 or Article 8 of this Decree.
3. The electronic identification account of organizations includes the information stipulated in Article 9 of this Decree as a Level 2 electronic identification account.
Thus, the electronic identification accounts (VNeID) are categorized as follows:
- The Level 1 electronic identification account of Vietnamese citizens includes the following information:
+ Personal identification number;
+ Full name;
+ Date of birth;
+ Gender.
+ Portrait photo;
- The Level 1 electronic identification account of foreigners includes the following information:
+ Foreigner identification number;
+ Full name;
+ Date of birth;
+ Gender;
+ Nationality;
+ Number, symbol, date, type of document, and the place of issuance of the passport or valid international travel document.
+ Portrait photo;
- The Level 2 electronic identification account of individuals includes the following information:
+ Personal identification number;
+ Full name;
+ Date of birth;
+ Gender.
+ Portrait photo;
+ Fingerprints.
- The Level 2 electronic identification account of foreigners includes the following information:
+ Foreigner identification number;
+ Full name;
+ Date of birth;
+ Gender;
+ Nationality;
+ Number, symbol, date, type of document, and the place of issuance of the passport or valid international travel document.
+ Portrait photo;
+ Fingerprints.
- The electronic identification account of organizations includes the following information:
+ Electronic identification number of the organization.
+ Organization name including Vietnamese name, abbreviation (if any), and foreign name (if any).
+ Date of establishment.
+ Headquarter address.
+ Personal identification number or foreigner identification number; full name of the legal representative or head of the organization.
