- On streets: Flags are to be hung in the middle of median strips, roundabouts, welcome gates, or on both sides of the sidewalks (hung on separate flagpoles or combined on electric poles or lighting poles) in the form of flagpoles or flag ropes. When hanging flags on electric poles or lighting poles along traffic roads, the size of the flag and the flagpole must be proportional and harmonious with each type of pole.
- At squares and central areas: Flags are to be hung in a separate row or interspersed with the national flag according to common, unified regulations to ensure aesthetic and respectful appearance.

- Holding the flag: The right hand at waist level, the flagpole butt touching the little toe of the right foot in a formal stance (standing upright, flag upright) or resting stance (flag tilted forward).
- Raising the flag: Performed during flag salutes, ceremonial inspections, parades. The stance is when the flagpole is raised forward and tilted about 45 degrees from the ground.
- Carrying the flag: Used during parades, when bringing the flag for flag-raising ceremonies, ceremonial inspections, welcoming delegates. The position involves holding the flagpole with the right hand close to the butt, extending forward at an angle of about 45 degrees, with the left hand placing the flagpole on the right shoulder and the left arm perpendicular to the flagpole.
- Shoulder-borne flag: The Communist Party flag carried by multiple people, held by hand, placed horizontally on the shoulders, often used for large sizes or other creative forms suitable for specific circumstances.
- Carrying in rows: Raising the Communist Party flag forward, upright, in a predetermined orderly fashion.
- Waving by hand: The user holds the flagpole by hand to wave at event venues.
- Carried on a palanquin: The Communist Party flag is placed on a palanquin carried by individuals.
- Carried by vehicle: Attached to parade vehicles.
- Aerial flag: Using helicopters, hot air balloons, paragliders, hydrogen balloons, or other flying means or objects to carry flags in the sky.

2. The Communist Party flag is hung on streets and public places on occasions:
a) Lunar New Year, Gregorian New Year.
b) Major holidays, significant historical and socio-political events of the Communist Party, the nation.
c) Other events and anniversaries as announced by local authorities, agencies, units.
3. The Communist Party flag is hung or held, carried during the organization of rallies, military parades celebrating major holidays, significant historical and socio-political events of the Communist Party, the nation, central authorities, local authorities, agencies, units.
The Communist Party flag is hung on streets and public places on occasions:
- Lunar New Year, Gregorian New Year.
- Major holidays, significant historical, political, and social events of the Communist Party and the nation.
- Other events and anniversaries as announced by local authorities, agencies, units.
How to use the Communist Party flag at enterprises, business establishments, households?
Based on the provisions of Article 10 Regulation 99-QD/TW 2023 stipulating the use of the Communist Party flag at enterprises, business establishments, households as follows:
- At enterprises: If the Communist Party flag is hung in the premises, it follows Clause 4, Article 5; if hung at the headquarters, it follows Clause 2 Article 11 Regulation 99-QD/TW 2023.
- At private business premises and households: Hung above the gate or on the front wall of the house, office, or on the balcony of the first floor at the front of the house in a respectful position. The flag hanging point must be at least 2 meters above ground level, with the flagpole slanting forward at a 45-degree angle with the ground and must be uniform throughout the street.
- In high-rise apartment buildings: Hung outside the apartment facing the main road, central area, ensuring proportional and harmonious spacing.
