How is the awarding of the People's Teacher and Excellent Teacher titles implemented in 2023?
Recently, the Ministry of Education and Training issued Official Dispatch 4732/BGDDT-TDKT in 2022 regarding the implementation of the awarding of the People's Teacher and Excellent Teacher titles in 2023. The regulation includes the following contents:
- The 16th awarding of the People's Teacher and Excellent Teacher titles in 2023 will be carried out strictly in accordance with the provisions of Decree 27/2015/ND-CP and this Official Dispatch.
- Ministries, departments, local authorities in provinces and centrally-affiliated cities will direct the implementation of Decree 27/2015/ND-CP and this Official Dispatch ensuring accuracy, fairness, transparency, democracy, and voluntariness; focusing on teachers who directly care for and teach, female teachers, teachers and educational managers who are ethnic minorities, and teachers working in especially difficult economic-social areas. The awarding must be carried out with the right subjects, satisfying all standards, procedures, and stipulated timelines.

+ Before March 25, 2023
++ Provincial councils, National University councils, regional university councils, and councils directly under the Ministry of Education and Training submit dossiers to the Ministry of Education and Training Council.++ Basic-level councils directly under ministries and departments submit dossiers to the ministry or department-level councils.+ Before May 10, 2023, ministry-level councils submit dossiers to the State-level Council (through the Ministry of Education and Training).

Who is eligible for the People's Teacher and Excellent Teacher titles?
According to Sub-item 1, Item II, Official Dispatch 4732/BGDDT-TDKT in 2023 the applicable subjects are as follows:
Regarding applicable subjects
Fully implement the provisions in Article 2 of Decree 27/2015/ND-CP. At the time of nomination for the People's Teacher and Excellent Teacher titles, teachers, and educational managers working in any area will apply the awarding standards of that area; teachers, and educational managers of any subject will apply the awarding standards of that subject.
The subjects specified in points c and d, clause 1, Article 2 of Decree 27/2015/ND-CP will be understood as follows:
a) Teachers, educational managers with decisions to retire according to social insurance benefits from January 1, 2020, to the time of nomination, are eligible for the 2023 People's Teacher and Excellent Teacher titles. The achievement standard immediately preceding the nomination year is the achievement immediately preceding the year of the social insurance benefits decision.
b) Retired teachers who continue to teach or manage in non-public educational institutions are eligible for the People's Teacher and Excellent Teacher titles according to point d, clause 1, Article 2 of Decree 27/2015/ND-CP when they have regular teaching contracts at non-public educational institutions and participate in annual commendation reviews.
Article 2 of Decree 27/2015/ND-CP stipulates the subjects as follows:
- Teachers, lecturers
- Heads and deputy heads of educational institutions
- Teachers and educational managers: teachers, lecturers directly teaching at educational institutions and heads at educational institutions, and public employees managing rooms, departments, institutes, centers, higher education institutions, vocational education; Teachers, educational managers retired according to social insurance benefits.
- Organizations and individuals related to the activity of awarding the titles "People's Teacher" and "Excellent Teacher".
How many years must a teacher teach to be eligible for the People's Teacher and Excellent Teacher titles?
Clause 5, Article 8 of Decree 27/2015/ND-CP stipulates that for teachers, the time of direct teaching must be from 20 years or more. For educational managers, it is required to have 25 years of work in the industry and 15 years or more of direct teaching.
In addition, Sub-item 2, Item II, Official Dispatch 4732/BGDDT-TDKT in 2022 specifically guides the time conditions for awarding the People's Teacher and Excellent Teacher titles as follows:
Regarding time
a) The People's Teacher title is awarded to teachers who have been conferred the Excellent Teacher title and then continue to meet the standards specified in clauses 1, 2, 3, and 4 of Article 8 of Decree 27/2015/ND-CP. The provision in clause 5 of Article 8 applies to the entire working process of teachers and educational managers.
b) Educational managers must have sufficient years of direct teaching to qualify for nomination for the People's Teacher and Excellent Teacher titles. The time working as educational managers but still participating in teaching is counted as time working in the Education sector but not counted as time of direct teaching.
c) The contract teaching time of teachers signed by competent authorities under the provisions of law is counted as direct teaching time.
d) The achievement in the immediately preceding year of nomination is the achievement obtained in the 2021-2022 school year for teachers and educational managers eligible for commendation according to the school year and in 2022 for teachers and educational managers eligible for commendation according to the working year.
