How are gifts given to certain individuals with meritorious service to the revolution on the occasion of 2024 Tet holiday in Vietnam?

On December 26, 2023, the President issued Decision 1583/QD-CTN in 2023 regarding the gift-giving to certain individuals with meritorious service to the revolution on the occasion of 2024 Tet holiday.

According to Article 1 of Decision 1583/QD-CTN in 2023, the specific gift levels for certain individuals with meritorious service to the revolution on the occasion of 2024 Tet holiday are as follows:

(1) Gift level of 600,000 VND given to:

- Individuals with meritorious service to the revolution:

+ Individuals who participated in the revolution before January 1, 1945, and are currently receiving monthly preferential allowances.

+ Individuals who participated in the revolution from January 1, 1945, to the August Revolution of 1945, and are currently receiving monthly preferential allowances.

+ Heroic Vietnamese Mothers currently receiving monthly preferential allowances.

+ Heroes of the People's Armed Forces, and Heroes of Labor during the resistance war period currently receiving monthly preferential allowances.

+ War invalids, beneficiaries of policies similar to war invalids, Class B invalids, and sick soldiers with a body injury rate of 81% or more currently receiving monthly preferential allowances.

+ Individuals who participated in the resistance war and were affected by chemical toxins with a body injury rate of 81% or more currently receiving monthly preferential allowances.

+ Individuals who contributed to assisting the revolution and are currently receiving monthly nurturing allowances.

- Relatives of martyrs currently receiving monthly maintenance allowances, relatives of two or more martyrs currently receiving monthly survivor benefits.

(2) Gift level of 300,000 VND given to:

- Individuals with meritorious service to the revolution:

+ War invalids, beneficiaries of policies similar to war invalids, Class B invalids, and sick soldiers with a body injury rate of 80% or less currently receiving monthly preferential allowances. War invalids currently receiving loss of labor capacity policies.

+ Individuals who participated in the resistance war and were affected by chemical toxins with a body injury rate of 80% or less currently receiving monthly preferential allowances.

+ Individuals who participated in the revolution, resistance, national defense, or international obligations, and were imprisoned, tortured, currently receiving monthly preferential allowances.

+ Individuals who contributed to assisting the revolution and are currently receiving monthly preferential allowances.

- Representatives of martyr's relatives.

- Individuals worshiping martyrs (in cases where the martyr has no living relatives).

Who are considered individuals with meritorious service to the revolution in Vietnam?

Based on Article 3 of the Ordinance on Incentives for Persons with Meritorious Services to the Revolution 2020, individuals with meritorious service to the revolution include the following:

Eligible subjects for preferential policies for persons with meritorious services to the revolution

  1. Persons with meritorious services to the revolution include:

a) Individuals who participated in the revolution before January 1, 1945;

b) Individuals who participated in the revolution from January 1, 1945, to the August Revolution of 1945;

c) Martyrs;

d) Heroic Vietnamese Mothers;

dd) Heroes of the People's Armed Forces;

e) Heroes of Labor during the resistance war period;

g) War invalids, including Class B invalids recognized before December 31, 1993; beneficiaries of policies similar to war invalids;

h) Sick soldiers;

i) Individuals who participated in the resistance war and were affected by chemical toxins;

k) Individuals who participated in the revolution, resistance, national defense, or international obligations, and were imprisoned, tortured;

l) Individuals who participated in the war for national liberation, national defense, or international obligations;

m) Individuals who contributed to assisting the revolution.

Thus, individuals with meritorious service to the revolution include all of the above-mentioned subjects.

What are the preferential policies enjoyed by individuals with meritorious service to the revolution and their families?

Based on Article 5 of the Ordinance on Incentives for Persons with Meritorious Services to the Revolution 2020, individuals with meritorious service to the revolution and their families are entitled to the following preferential policies:

Depending on the subject, individuals with meritorious service to the revolution and their families are entitled to the following primary preferential policies:

- Monthly allowance, one-time allowance;

- Other preferential policies including:

+ Health insurance;

+ Health rehabilitation care;

+ Provision of assistive devices, orthopedic equipment, and necessary rehabilitation equipment as prescribed by orthopedic and rehabilitation centers affiliated with the Labor - Invalids and Social Affairs sector or provincial hospitals and higher;

+ Priority in enrollment and employment;

+ Support for attending higher education levels at educational institutions within the national education system;

+ Housing improvement support based on each person's merits, circumstances, or when faced with housing difficulties;

+ Exemption or reduction of land levy when allocated homestead land, converting land use to homestead land, recognition of homestead land use rights, or when purchasing state-owned housing;

+ Priority in land allocation or leasing, water surface, sea surface; priority in forest protection and development contracting;

+ Preferential loans for production and business;

+ Tax exemption or reduction as prescribed by law.
