Pursuant to the regulations in Article 48 of Decree 98/2023/ND-CP, the ministerial Emulation-Commendation Council is established as follows:
The ministerial Emulation-Commendation Council is an agency established by the head of the ministry, committee, central organization, responsible for advising and consulting the Minister, the head of the equivalent agency, government agency, the head of the committee, ministry, central organization on emulation and commendation work.
The Council consists of:
- The Chairman of the Council is the Minister, the head of the equivalent agency, government agency, the head of the committee, ministry, central organization.
- The Council has no more than 4 Vice Chairmen. The head of the agency responsible for emulation and commendation work at the ministerial level is the standing Vice Chairman. The Chairman of the Council decides the structure and composition of the Council; issues the operating regulations of the Council.
- The composition of the Emulation-Commendation Council of the Ministry of National Defense, Ministry of Public Security is decided by the Minister of National Defense, Minister of Public Security.
The tasks and powers of the ministerial Emulation-Commendation Council are as follows:
(1) Advising the Minister, the head of the equivalent agency, government agency, the head of the committee, ministry, central organization on launching emulation movements within their jurisdiction.
(2) Periodically evaluating the results of emulation movements and commendation work; advising on summarizing and reviewing emulation and commendation work; proposing strategies and measures to promote patriotic emulation movements in each year and each phase; organizing emulation activities according to the regulations of the law on emulation and commendation.
(3) Advising the Minister, the head of the equivalent agency, government agency, the head of the committee, ministry, central organization on inspecting emulation movements and implementing policies and laws on emulation and commendation.
(4) Advising and consulting the Minister, the head of the equivalent agency, government agency, the head of the committee, ministry, central organization on deciding the titles and forms of commendation within their jurisdiction or submitting to the competent authority for commendation decisions.
The agency or unit responsible for emulation and commendation work of the ministry, committee, central organization is the standing body of the ministerial Emulation-Commendation Council.
The head of the agency, organization, unit with legal personality under the ministry's jurisdiction is responsible for establishing and regulating the functions, tasks, powers, composition, organization, and activities of the Emulation-Commendation Council of their agency, organization, unit to advise and consult on emulation and commendation work within their management scope.

What are the objectives of emulation and commendation in Vietnam?
Pursuant to the provisions of Article 4 of the Law on Emulation and Commendation 2022, the objectives of emulation and commendation are as follows:
- Emulation aims to attract and encourage every individual, collective, and household to promote the tradition of patriotism, unity, innovation, proactivity, creativity for good fulfillment of tasks and best achievements in Fatherland Construction and Defense for the goal of wealthy people, strong nation, democracy, equality, and civilization.
- Commendation aims to encourage individuals, collectives, and households to enthusiastically emulate; recognize the meritorious services and achievements of individuals, collectives, and households in Fatherland Construction and Defense.
What are the activities of the Central Emulation-Commendation Council in Vietnam in 2024? What is the organizational structure?
Pursuant to the regulations in Article 47 of Decree 98/2023/ND-CP, the composition of the Central Emulation-Commendation Council includes:
- The Chairman of the Council is the Prime Minister.
- The Vice Chairmen of the Council include: the Vice President as the First Vice Chairman; the Minister of Home Affairs as the Standing Vice Chairman; the Chairman of the Central Committee of the Vietnam Fatherland Front, the Vice Chairman of the National Assembly, and the Chairman of the Vietnam General Confederation of Labor as Vice Chairmen.
- The Council members.
The activities of the Central Emulation-Commendation Council are as follows:
- The Council operates on the principles of concentration, democracy, and majority voting. Different opinions of the Council members regarding the proposals on emulation and commendation policies are reported to the Prime Minister and the Chairman of the Council for consideration and decision-making.
- The Council holds regular meetings every six months to evaluate its work, summarize the nationwide emulation movements and commendation activities, and discuss and provide opinions on necessary issues for the next six months. The Council may hold extraordinary meetings summoned by the Chairman of the Council.
The Chairman of the Council presides over the meetings or delegates the First Vice Chairman to preside over the sessions.
The Council holds meetings with the attendance of at least two-thirds of the total number of Council members. For meetings concerning the consideration of proposals for awarding the title of Hero, at least 90% of the total number of Council members must be present. In cases where the proposal for awarding the title of Hero is made, it must receive at least 90% of the affirmative votes from the Council members (if a Council member is absent, their opinion will be obtained in written form).
The Standing Committee of the Council holds regular meetings every three months. The First Vice Chairman and the Standing Vice Chairman regularly review and monitor the progress of the Council's tasks. The Standing Committee of the Council is responsible for providing advice and opinions on awarding the title of "National Exemplary Fighter" based on the proposals of the supporting agency of the Standing Committee of the Council. In cases where the proposal for awarding the title of "National Exemplary Fighter" is made, it must receive at least 90% of the affirmative votes from the members of the Standing Committee of the Council (if a member of the Standing Committee is absent, their opinion will be obtained in written form).
- Establishing, guiding the organization and operation of clusters and groups for emulation organized by the Central Emulation-Commendation Council.
- The Council monitors, urges, and supervises the implementation of emulation and commendation activities and movements in ministries, committees, sectors, and provinces.
- The working relationship between the Central Emulation-Commendation Council and the Emulation-Commendation Councils of ministries, committees, sectors, and provinces is a relationship of guidance and coordination. Based on the functions and tasks of the Central Emulation-Commendation Council, the Emulation-Commendation Councils at various levels and in different sectors are responsible for coordinating and implementing these tasks in collaboration.
