- The Provincial People's Committee, centrally affiliated cities guide the issuance of permits under their authority in an online form (if available) in accordance with regulations.

For the procedure of issuing, amending, and supplementing electricity operation permits not online, the process is as follows:

- Within 03 working days from the date of receiving the application for issuing, amending, or supplementing the electricity operation permit, the permitting authority has the responsibility to notify in writing the organization or individual applying for the permit if the application is incomplete or invalid.

- The notification must clearly state the reasons and request for additional or corrected data, documents, and related information to complete the application;

- Within 60 working days from the date of receiving the request for additional or corrected data, documents, and related information from the permitting authority, the organization or individual applying for the permit must supplement or correct the data, documents, related information, and respond in writing.

After this period, if the organization or individual does not amend or supplement the application as requested, the permitting authority has the right to return the application for the electricity operation permit;

- In the case of amending or supplementing the electricity operation permit, within 07 working days from the date of receiving a complete and valid application in accordance with Article 10 of Circular 21/2020/TT-BCT, the permitting authority is responsible for appraising the application and issuing the electricity operation permit.

In case the organization applying for the permit receives asset transfer or reduces part of the operation scope from the unit that has been granted the electricity operation permit, the application for amending the electricity operation permit includes:

- Written request for issuing the electricity operation permit

- A copy of the Enterprise Registration Certificate or Establishment Decision, Establishment Certificate (for organizations without an Enterprise Registration Certificate) of the organization applying for the permit.

- Documents proving the asset transfer; documents proving the employee transfer or documents regarding the technical management team, operation management team, consulting experts.
