To reduce 50% fees for initial registration of motor vehicles and similar vehicles in Vietnam until December 31, 2023?
Recently, on June 28, 2023, the Government issued Decree 41/2023/ND-CP on prescribing registration fees for domestically manufactured and assembled motor vehicles, trailers or semi-trailers towed by motor vehicles and similar vehicles.
Accordingly, the fees for initial registration of motor vehicles and similar vehicles are specified in Clause 1, Article 1 of Decree 41/2023/ND-CP as follows:
Fees for initial registration of domestically manufactured and assembled motor vehicles, trailers or semi-trailers towed by motor vehicles and similar vehicles
1. For the period from the effective date of this Decree to December 31, 2023 inclusively: The registration fee equals 50% of the fee prescribed in the Government’s Decree No. 10/2022/ND-CP dated January 15, 2022 prescribing registration fees, Provincial People's Councils’ resolutions or Provincial People’s Committees’ decisions on registration fees in force in local areas and amending or superseding documents (if any).
2. From January 01, 2024 onwards: Registration fees shall be collected in accordance with the Government’s Decree No. 10/2022/ND-CP dated January 15, 2022 prescribing registration fees, Provincial People's Councils’ resolutions or Provincial People’s Committees’ decisions on registration fees in force in local areas and amending or superseding documents (if any).
Accordingly, the fees for initial registration of motor vehicles and similar vehicles in Vietnam will be reduced by 50% compared to the previous level prescribed in Decree 10/2022/ND-CP.

After December 31, 2023, how much are the fees for initial registration of motor vehicles and similar vehicles in Vietnam?
Pursuant to Clause 2, Article 1 of Decree 41/2023/ND-CP stipulating the fees for initial registration of motor vehicles and similar vehicles produced and assembled domestically as follows:
Fees for initial registration of domestically manufactured and assembled motor vehicles, trailers or semi-trailers towed by motor vehicles and similar vehicles
1. For the period from the effective date of this Decree to December 31, 2023 inclusively: The registration fee equals 50% of the fee prescribed in the Government’s Decree No. 10/2022/ND-CP dated January 15, 2022 prescribing registration fees, Provincial People's Councils’ resolutions or Provincial People’s Committees’ decisions on registration fees in force in local areas and amending or superseding documents (if any).
2. From January 01, 2024 onwards: Registration fees shall be collected in accordance with the Government’s Decree No. 10/2022/ND-CP dated January 15, 2022 prescribing registration fees, Provincial People's Councils’ resolutions or Provincial People’s Committees’ decisions on registration fees in force in local areas and amending or superseding documents (if any).
Thus, the 50% reduction in fees for initial registration of motor vehicles and similar vehicles produced and assembled domestically only applies until December 31, 2023.
After December 31, 2023, the fees for initial registration of motor vehicles and similar vehicles produced and assembled domestically will continue to apply according to the provisions of Decree 10/2022/ND-CP.
Vietnam: When will the new regulations on fees for initial registration of motor vehicles and similar vehicles be applied?
Pursuant to Article 2 of Decree 41/2023/ND-CP stipulating the validity of the document as follows:
Effect
1. This Decree comes into force from July 01, 2023 to December 31, 2023 inclusively.
2. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of provincial People’s Committees and relevant organizations and individuals shall implement this Decree.
Accordingly, the fees for initial registration of motor vehicles and similar vehicles produced and assembled domestically will decrease by 50% according to legal regulations from July 1, 2023 to ends December 31, 2023.
