On November 10, 2023, the National Assembly passed Resolution 104/2023/QH15 on the state budget estimate for 2024.

There will be 3 new payrolls for the armed forces applicable to the following 7 military and police personnel:
- Military officers, officers, and non-commissioned officers of the police force (based on ranks, titles, and military ranks or police ranks).
- Professional military personnel, technical personnel of the police force.
- Defense workers, police workers (with their salary levels being relative to the administrative officials as it is currently).
At the New Year meeting on the first working day after the Lunar New Year holiday, held on February 15, the Minister of Labor, Invalids, and Social Affairs stated that in 2024, comprehensive salary policy reforms based on Resolution 27-NQ/TW of 2018 will be implemented. The salary reform should be accompanied by adjusting pension policies in the spirit of "not letting retirees face more difficulties and disadvantages after the reform."
When salary reform is implemented, if the general salary level for the national workforce increases but pensions are not properly adjusted, pensioners will be at a significant disadvantage
If the overall salary level of the national labor force increases by 23.5%, then pensions should increase by at least 15%.
However, pensions will not be increased for 36 units of some sectors that no longer receive special salary policies. If a flat payroll is implemented, some agencies may see a 50% reduction in their salaries.
