Pursuant to Resolution 104/2023/QH15 on the state budget estimate for 2024, starting from July 1, 2024, comprehensive salary policy reforms will be implemented according to Resolution 27-NQ/TW in 2018.
Quoting from the Government's electronic portal, the Minister of Home Affairs stated that a notable point when implementing the salary reform is that the salaries of public employees, especially those in the education and healthcare sectors, will be higher than the general level of other officials and public employees.
This is because we are implementing salary policy reforms in line with the resolution on comprehensive development of education, training, and healthcare. Especially, the recent COVID-19 pandemic has shown the need to pay more attention to improving the lives of teachers and doctors.
Therefore, during the salary reform, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training and the Ministry of Health to propose appropriate adjustments and support to ensure that the salaries (including allowances) of teachers and doctors are increased in accordance with their job requirements and positions, while ensuring the overall salary level for officials and public employees and providing incentives for these two sectors.
Therefore, when implementing the salary reform in 2024, the two groups that will receive higher salary increases than the general level, according to the Minister of Home Affairs, are public employees in the healthcare and education sectors. The Ministry of Home Affairs will coordinate with the Ministry of Health to propose appropriate adjustments and support to ensure that the salaries (including allowances) of healthcare public employees (doctors, etc.) are increased in line with their job requirements and positions, while ensuring the overall salary level for officials and public employees and providing incentives for these two sectors.

How to formulate the 2024 job position-based payrolls for public employees after the salary reform in Vietnam under the Resolution 27?
Pursuant to Resolution 27-NQ/TW in 2018, the new 2024 payrolls will be formulated based on job positions, titles, and leadership positions, replacing the current payroll system. The existing salary arrangement will be converted into the new salary system, ensuring that the salaries are not lower than the current ones.
The 2024 job position-based payrolls for public employees after the salary reform in Vietnam under the Resolution 27 are as follows:
Payroll 1:
The payroll applies to officials and public employees holding leadership positions (elected and appointed) in the political system from central to commune level, following the principles:
- The salary level must reflect the hierarchy in the political system; the salary is based on the specific leadership position held. If a person holds multiple positions, they will receive the highest salary for that position. If multiple leadership positions are equivalent, they will receive the same salary level. The salary for higher-level leaders must be higher than the salary for lower-level leaders.
- A specific salary level is assigned to each type of equivalent position. There is no classification based on ministries, sectors, agencies, committees, and equivalent central units when designing the central-level leadership position payroll. Different salary levels for the same leadership position based on the classification of local administrative units will be implemented through allowances.
- The classification of equivalent leadership positions in the political system for designing the leadership position payroll will be decided by the Politburo after reporting to the Central Executive Committee.
Payroll 2:
The payroll applies to officials and public employees without leadership positions, based on their ranks and professional titles. Each official's rank and public employee's professional title will have multiple pay steps, following the principles:
- The salary level is the same for the same level of job complexity.
- Labor conditions that are higher than normal and professional incentives will be implemented through professional allowances.
- The arrangement of ranks and pay steps within officials' ranks and public employees' professional titles will be encouraged, promoting officials and public employees to improve their professional qualifications.
- The appointment to officials' ranks or public employees' professional titles must be tied to job positions and the structure of officials' ranks and public employees' professional titles will be implemented by the managing agencies and organizations.
In addition, pursuant to the guidance of Resolution 27-NQ/TW in 2018, the salary structure for public employees during the salary reform will have significant changes, including:
- Annulment of the current statutory pay rate and salary coefficient, replacing them with a specific base pay amount in the new payrolls.
- The new salary structure will consist of base pay (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Bonuses will be added (bonus fund is about 10% of the total annual salary fund, excluding allowances).
Therefore, the main salary structure consists of two main components: base pay accounting for 70% of the total salary fund and allowances accounting for 30% of the total salary fund. In addition, bonuses are an additional component. As a result, public employees will receive:
Net salary for public employees = base pay + Allowances (if applicable) + Bonuses (if applicable).
